Some participants however recognized the long-term validity of document 31 C/4 strategic objectives beyond the framework of 2007 and recommended UNESCO should identify what could realistically be expected to be achieved in a medium-term perspective – given the limited means at the disposal of the Organization – and distinguish them from long-term strategic objectives, whose outcomes are unlikely to be attained in a six-year period.

A set of flagship publications have been planned with regional lens, which include (i) The Arab Region 2025, which will forecast and analyse current and future trends for the region in economic, social, political and cultural areas; (ii) Transitions to Democracy, which looks into the nature of political changes in Arab countries and analyses the lessons learned from political transitions in other areas of the world to draw conclusions and best practices on the policy options available to ensure effective and sustainable transitions to democracy; (iii) Arab Regional Integration, which analyses the potential areas and characteristics of integration be they social, economic, cultural or political and assessing their prospective impact on the long-term development of the region; and (iv) a joint publication with other Regional Commissions on Beyond the MDGs: A Future United Nations Development Agenda.

There is a need for a number of additional measures such as succession planning to determine whether retiring staff are best replaced by developing existing staff or recruiting from outside the Organization; the development of competency frameworks for staff at the P-1 to P-4 levels and staff in the General Service category; the development and implementation of training and development plans to support the competency frameworks; and appropriate contractual arrangements and benefits that promote UNESCO as an employer of choice.

UNODC is one of the coordinators of the Task Force’s Integrated Assistance for Countering Terrorism (I-ACT) initiative, co-chairs the working group on tackling the financing of terrorism of the Task Force, and it is an active member in several other Task Force working groups, including the working groups on protecting human rights, countering the use of the Internet and conflict prevention and resolution.

After discussion, the Working Group agreed that the questions for further consideration on that matter would include (A/CN.9/717, para. 143): (i) whether a provision on protection of the integrity of the arbitral process should be in the form of a general formulation or should contain specific instances that were meant to be specifically addressed; (ii) the interplay between the protection of the integrity of the arbitral process and the provisions in the UNCITRAL Arbitration Rules already dealing with that issue; and (iii) how to determine the threshold for a limitation to transparency based on the ground of the need to protect integrity of the arbitral process.

The objection may in fact have several different effects, both on the entry into force of the treaty (as described in guidelines 4.3.1 to 4.3.4) and, once the treaty has entered into force for the author of the reservation and the author of the objection, on the content of the treaty relations thus established (dealt with in guidelines 4.3.5 to 4.3.7).

The Secretariat recalled that methods of analysis and sampling were considered for adoption by the Commission as any other provision in Codex standards, and noted that the text under consideration specified that the Commission had the final authority to decide whether an amendment was of an editorial or substantive nature.

A lack of transparency in that respect might (a) undermine trust and political support for individual public authorities and Government and State institutions in general, thus endangering the efficacy of public interventions and risking political instability; (b) provoke significant redistributions of wealth in ways that not only are unfair and, in some cases, possibly illegal, but also favour rent-seeking behaviour, act against fair competition and provide the wrong incentives for efficiency, innovation and competitiveness in general; and (c) prolong outdated practices and political institutions, including co-optation, corruption and the capture of public policies by specific industries or groups, delaying the modernization of State institutions and impeding overall economic, social and political development over the longer term.

The universal periodic review mechanism is furthermore a strategic option aimed at the protection of human rights, which entails the rejection of any form of exploitation for political, ideological or economic ends.

As we can see from the topics proposed in the concept paper (S/2010/322), the work to be done in the area of the rule of law is cross-cutting in nature, both when it comes to the issues involved and as it pertains to developing that work at the institutional level in the United Nations.
