In this context, the Special Rapporteur makes a number of recommendations to the Government, including the need to address the persistence of racial discrimination and xenophobia and the lack of legislation that manifestly prohibits these conducts, the exploitation of migrants in the labour sector, the lack of interventions by the judiciary and police to protect migrants’ rights, the strict policy of detention and deportation of irregular migrants, the difficulties for migrant children to access educationeither inJapanese or foreign schools, and the overall lack of a comprehensive immigration policy that respects the human rights of migrants and ensures their integration into the Japanese society.

According to that submission, the author travels between Afghanistan and Pakistan.

They invoke entirely new grounds against their expulsion toAfghanistan: first, that they sought asylum in Sweden, which is considered to be a serious crime in Afghanistan; second, that the first complainant is registered with the Afghan secret police because of having worked as an interpreter for asylum-seekers in Sweden; third, that some of their father’s old enemies are officials in the present Government and they will be killed because their name is known.

Other positive measures had been taken in the areas of disarmament, demobilization and the reintegration of children, the demobilization of women soldiers, the training of former child-soldiers, the strengthening of peace and the elimination of supplementary police forces.

The strategy document will focus on police, rule of law, disarmament, demobilization and reintegration, security sector reform and mine action activities and will seek to assist field operations to establish priorities for implementing complex mandates and sequencing their activities in these critical areas; and assist with the rule of law and security-related components of field operations to better allocate their resources and define their capability and resource gaps.

As a deep water regional container hub port at the mid-stream of Yangtze River and a feeder port to the ports in Shanghai, the WIT Port plays a key role in the transportation of container cargo to and from Wuhan and surrounding areas along the Yangtze River corridor, including the upstream areas of Chongqing and neighbouring provinces.

International action in the field of refugee protection should focus on the following four areas: eliminating the causes of conflicts in the world, including by improving States’ capacities for development; promoting respect for international refugee law, in complementarity with international humanitarian and human rights law, and ensuring that refugees’ human rights were not negatively affected by security or migration concerns; promoting international solidarity and partnerships and assisting States emerging from conflict to build their institutional capacities in order to take care of their citizens; and encouraging refugees’ voluntary repatriation to their home countries by financing national programmes, while strengthening international efforts, particularly the role of the Peacebuilding Commission.

This Commission is an interdepartmental public body with a multidisciplinary nature with a mandate to diagnose, evaluate and study the social aspects of trafficking in persons in the MSAR, to promote its sociological research and analysis, to issue recommendations and to monitor the activities of the departments which fight against trafficking in persons in the perspective of its prevention and of protection and social reintegration of the victims.

An amount of $152,000 is proposed for travel to participate in: peacekeepingrelated seminars, conferences, workshops and coordination meetings with World Bank officials in order to exchange on lessons learned on disarmament, demobilization and reintegration, the annual Inter-Agency Working Group on Disarmament, Demobilization and Reintegration, which seeks to coordinate and harmonize the efforts of all United Nations actors on disarmament, demobilization and reintegration, and coordination meetings with African Union officials in Addis Ababa ($29,400); the Secretary-General’s annual retreat and a workshop at the Kofi Annan Training Centre in Accra ($22,700); seminar and workshops related to the different aspects of the police involvement in peacekeeping, support to national authorities and international policing ($92,300); and the annual meeting on juvenile justice ($7,600).

(c) Take measures to remove restrictions on the entry or repatriation of migrant workers when workers’ illness or infection does not impair their ability to perform the work in question.

Looking to the future, the community’s efforts in this area will be focused on finalizing the legal instrument and its adoption by member States; boosting the active participation of national commissions on small arms and light weapons; implementing the border programme, especially in the area of cross-border security; drawing up and implementing a police cooperation mechanism to address the issue of the six lawless zones; operationalizing the Gulf of Guinea securitization strategy in coordination with the Economic Community of West African States and, of course, with our international partners; implementing the policy of security sector reform in order to ensure that State armaments are traceable; providing support of all types to ensure the success of disarmament, demobilization and reintegrationprocesses at rates of around 90 per cent by 2015; and strengthening civil society organizations with regard to information, awareness-raising and social networking.

Convinced that a comprehensive and integrated approach towards certain practical disarmament measures often is a prerequisite to maintaining and consolidating peace and security and thus provides a basis for effective post-conflict peacebuilding; such measures include collection and responsible disposal, preferably through destruction, of weapons obtained through illicit trafficking or illicit manufacture as well as of weapons and ammunition declared by competent national authorities to be surplus to requirements, particularly with regard to small arms and light weapons, unless another form of disposition or use has been officially authorized and provided that such weapons have been duly marked and registered; confidence-building measures; disarmament, demobilization and reintegrationof former combatants; demining; and conversion

The activities of the office are to: identify deported persons and voluntary returnees and inform them about readmission in the Republic of Serbia, identify the basic issues they face upon readmission,provide basic legal assistance and council on regulating their personal status, social welfare, health care and employment, collect data and provide information to the Ministry of Human and Minority Rights about the status of human and minority rights of persons upon readmission and collect other data relevant to the reintegration of returnees.
