Paragraph 16 of resolution 2009 (2011) provides an exemption to the asset freeze in relation to the four entities that were listed at the time, for the following purposes: (a) humanitarian needs; (b) fuel, electricity and water for strictly civilian uses; (c) resuming Libyan production and sale of hydrocarbons; (d) establishing, operating or strengthening institutions of civilian government and civilian public infrastructure; or (e) facilitating the resumption of banking sector operations, including to support or facilitate international trade with Libya.

5) Early analysis based on results of visual inspection of the salvage hull and interior as well as various modelling and scientific methodologies from various sources quickly identified 15 possible causes that could have resulted in the sinking of theCheonan (gun magazine(s) explosion; fuel tank explosion; catastrophic diesel engine failure/conflagration; catastrophic gas turbine engine failure/conflagration; bottom mine; moored influence mine; contact mine; under keel torpedo; contact torpedo; surface explosion; ballistic contact; improvised explosive device (IED)/non-contact mine; hogging/sagging/welding failure/material fatigue failure; grounding; and collision with submarine or other object); however, 13 were ruled out and focus shifted to an external underwater explosion (moored influence mine and under keel torpedo).

The Commission also supported the conclusion of the Chairperson that, when more experience was gained with the application of these measures, further consideration could be given to the proposal for the gradual concentration of sessions in Rome or Geneva.

To this end, it is important to provide export credits, co-financing, venture capital and other lending instruments, risk guarantees, leveraging aid resources, information on investment opportunities, business development services, forums to facilitate business contacts and cooperation between enterprises of developed and developing countries, as well as funding for feasibility studies.

Some countries in the region have been successful in establishing innovative mechanisms for finance and investment, including publicprivate partnerships (PPP) and other revenue-generating approaches that have created new and expanded financing opportunities, but the application of partnership processes is hampered by numerous constraints, including a lack of skills and experience in the areas of PPP project development, implementation, contract management and the streamlining of administrative processes.

He would appreciate information about the main obstacles impeding the exercise of freedom of expression and assembly by human rights defenders, ways of ensuring increased protection for the mandate of defenders particularly exposed to attacks and the means whereby the universal periodic review might contribute to improved monitoring of the situation of defenders in countries being reviewed by the Human Rights Council.
