In accordance with the understanding reached in the Council’s prior consultations, the President, with the consent of the Council, extended invitations under rule 39 of the Council’s provisional rules of procedure to Ms. Patricia O’Brien, Under-Secretary-General for Legal Affairs and United Nations Legal Counsel; Mr. Pierre Bertrand, Director, United Nations High Commissioner for Refugees Office in New York; Ms. Jessica Neuwirth, Director, New York Office of the High Commissioner for Human Rights; and Mr. Hansjoerg Strohmeyer, Chief of the Policy Development and Studies Branch, United Nations Office for the Coordination of Humanitarian Affairs.

In the Medical Services Section, the establishment of 15 additional national posts (6 National Officers and 9 national General Service staff) is proposed, as the Section has over the past years expanded the services it provides, which include round-the-clock operation of the UNOCI headquarters clinic, which is now functioning at level I-plus rather than the previous level I; patients are followed up at their homes after discharge from level III hospitals; patients are regularly visited in the 11 level III hospitals in Abidjan and in Sector West and Sector East; doctors in the regional headquarters perform outreach activity by visiting remote offices twice a week; support is provided to the Government during important functions and to the United Nations country team as part of the United Nations integrated framework; and medical support is proposed to be provided eight hours a day at the logistics base in Koumassi as opposed to the current two hours a day.

The assessment mission received detailed briefings from UNOCI and the United Nations country team, the World Bank, the African Development Bank and the Licorne force, and consulted with President Ouattara, Prime Minister and Minister of Defense Soro, the Ministers of the Interior, Justice and Human Rights, Finance, Planning, Civil Service and Employment, General Soumaila Bakayoko of FRCI as well as the President of the Independent Electoral Commission, the leadership of the national security, the diplomatic community, civil society, political parties, including FPI, and international and national non-governmental organizations.

The Committee also extends its condolences to the families of United Nations staff as well as the three prominent Haitian women’s rights activists, Myriam Merlet, Magalie Marcelin and Anne Marie Coriolan, who perished in the earthquake.

On 14 March 2012, the Chief of Staff of FRCI, Général de Division Soumaila Bakayoko, gave special inspection authorization to the Group in conformity with its mandate (see annex 52).
