The policy of economic blockade against Armenia and Nagorny Karabakh is a serious impediment to the full exercise of the right to development and many other rights, including, first and foremost, political, civil and socio-economic rights.

Armenia welcomed the joint statements on the Nagorno Karabakh conflict by the Presidents of Russia, the United States of America and France at the Group of Eight Summits in L’Aquila (2009), Muskoka (2010) and Deauville (2011), and clearly stated its readiness to move forward on the basis of the principles and elements contained in those statements, showing that the approaches of the international community are in line with the approaches of Armenia.

Going forward, we will continue to maintain the same rigorous standards of corporate governance.

I have the honour to enclose a copy of a note verbale dated 24 May 2010 (see annex) that has been sent by the United States Mission to the Permanent Mission of the Islamic Republic of Iran to the United Nations as a response to its notes of 15 March 2010 and of 7 May 2010 (see A/AC.154/393, annex) regarding delays in visa issuance and denial of a visa for the Deputy Foreign Minister, Mohammad Mehdi Akhonzadeh Basti.

Asacommon principle and being committed to the objective of building a democratic society based on rule of law, the authorities of the Nagorno-Karabakh Republic have unilaterally acceded to the fundamental instruments of international law and transposed these instruments into their own legislation.

The Permanent Mission of the Islamic Republic of Iran to the United Nations presents its compliments to the United States Mission to the United Nations and has the honour to draw the latter’s attention to the long delays in the processing of requests for an entry visa to the United States for H.E. Mr. Mohammad Mehdi Akhondzadeh Basti, Deputy Foreign Minister for Legal and International Affairs of the Islamic Republic of Iran, who is in charge of United Nations affairs.

However, some of those proposals have been superseded as a result of subsequent events and the emergence of new requirements, in particular the establishment of a central business continuity management unit to address business continuity issues on a broader, Organization-wide basis, taking into account pandemic planning and other non-information and communications technology aspects (see A/64/472 and document A/64/7/Add.8 in the present supplement), as well as the requirement for a new secondary data centre in the context of the relocations due to the capital master plan (see A/64/346/Add.1).

Unsettled political, economic and social problems in the armed and post-conflict regions (Chechnya, Dagestan, Nagorny Karabakh, Pridnestrovie) give rise to xenophobia and intolerance, and sometimes require the involvement of a mediator to facilitate stabilization.
