Only those detainees housed in the sections for women and minors at Pedro Juan Caballero Regional Prison said that they were generally well treated by the prison staff, with the exception of one guard in the minor’s section, who occasionally struck the minors with his hand or truncheon by way of punishment, and a female guard in the women’s section, who repeatedly insulted the female inmates and threatened them with her truncheon in order to intimidate them, but had so far not carried out her threats.

As indicated in my report to the Council of 20 May 2010 (S/2010/245), the joint proposal by President Gbagbo and the President of Burkina Faso, Blaise Compaoré, to deploy, as part of UNOCI, up to 500 troops from Burkina Faso to reinforce security arrangements during the elections has not been further pursued by the two countries.

Despite the lack of reliable data on mine fields owing to the vastness of the Territory and the unavailability of information particularly on mine fields west of the berm, it is known that mines in the region continue to be prevalent.

Moreover, according to UNHCR, in Southern Sudan’s Western Equatoria State, the registered population of Congolese refugees who fled LRA attacks in the Dungu area in January has surpassed 9,000, in addition to the thousands of Sudanese themselves already internally displaced for the same reason.
