Other positive measures had been taken in the areas of disarmament, demobilization and the reintegration of children, the demobilization of women soldiers, the training of former child-soldiers, the strengthening of peace and the elimination of supplementary police forces.

Marine science and its supporting technologies, through improving knowledge and applying it to management and decision-making, can make a major contribution to eliminating poverty; ensuring food security; supporting human economic activity; conserving the world’s marine environment; helping to predict, mitigate the effects of and respond to natural events and disasters; and generally promoting the use of the oceans and their resources for the objective of sustainable development (see A/56/121, para. 3).

The Director General urges Iran, as required in the binding resolutions of the Board of Governors and mandatory Security Council resolutions, to take steps towards the full implementation of its Safeguards Agreement and its other obligations, including: implementation of the provisions of its Additional Protocol; implementation of the modified Code 3.1 of the Subsidiary Arrangements General Part to its Safeguards Agreement; suspension of enrichment related activities; and suspension of heavy water related activities.

The immediate aim of the project is to implement innovative support measures (mobile business incubator, counselling, etc), a model of best practice and a functioning development partnership for reintegrating the target group to the labour market.

The Action Plan proposes: (1) affirmative action in the recruitment and selection processes; (2) an increase in the intake of women LEAD candidates; (3) that efforts to achieve gender parity be a mandatory key result area in the performance assessment of managers; (4) career development initiatives involving leadership training and mentoring; (5) promoting mobility via initiatives such as providing spousal employment and flexible assignments; (6) the implementation of gender-focused work-life policies such as flexi-time, telecommuting and job-sharing; (7) an inter-agency gender parity network; (8) the formulation of communication and advocacy tools;( 9) the preparation of the Gender Parity Report to provide periodic monitoring, in addition to progress updates to senior management.

The following supporting actions were also identified: (a) to enhance the collection, analysis and dissemination of operational information in the region for target-oriented intervention actions; (b) to enhance forensic information capacity in the region; (c) to apply advanced investigative techniques; (d) to establish effective container control programmes at ports of entry (including railway and dry ports) in the region and; (e) to prevent the misuse of the 1975 TIR Convention and the Afghan Transit Trade Agreement by ensuring that national legislation and regulations are assessed and brought in line with the provisions of those agreements.

The delegation noted that the work of the Subregional Office had already begun in earnest and expressed confidence that the relationship between the Subregional Office and ESCAP headquarters would be synergistic and complementary.

UNICEF-supported psycho-social teams in the Occupied Palestinian Territory support children and caregivers in various ways – through group counselling sessions, individual counselling, emergency interventions, non-formal education and peer-to-peer counselling.

We stress that promoting sustained, inclusive and equitable economic growth is necessary for accelerating progress towards achieving the Millennium Development Goals, as well as for promoting sustainable development, but it is not sufficient: growth should enable everyone, in particular the poor, to participate in and benefit from economic opportunities and should lead to job creation and income opportunities and be complemented by effective social policies.

The support provided under the Women in Government Strategy includes assisting the Ministry of Women to create a taskforce for: advancing women in parliament; providing mentoring and learning programmes for women in the governmental, community, church and business sectors; training more than 50 potential female members of boards and commissions; and supporting better coordination of donor funding for the development of a new Government policy on gender equality and women’s development.

Where students have specific educational needs deriving from disabilities, those systems and procedures must include adequate support and advisory services, which will assess the possible need for curricular adjustments.

The Committee was informed that regional efforts would be necessary to ensure that (a) infrastructure development, including that envisioned in stimulus packages, incorporated eco-efficiency for sustainable growth; (b) rivers and the environment were rehabilitated and capital and financial markets greened in such a way as to lead to stronger growth and contribute to social support systems; (c) infrastructure development was integrated by means of cross-sectoral planning in order to provide better opportunities for eco-efficiency.

The areas of work identified include provision of technical support and training of law enforcement staff and strengthening of cooperative efforts between NGOs and government agencies; improving policies and practices to proactively assist victims of trafficking and to provide post-rescue aftercare services; and supporting prevention activities designed to meet specific local or national needs in responding to the interaction between HIV/AIDS and trafficking in persons.

All States parties should work together in a spirit of compromise and flexibility so that a constructive outcome could be reached on the Treaty’s three mutually reinforcing and equally important main pillars.
