Our meeting today is a follow-up to evaluate compliance with the Monterrey commitments to financing the development of the world’s poorer countries.

Taking into consideration its own comments in paragraph X.16 above, the Committee is of the view that any additional requirements for the implementation of the web-based follow-up system should be met from a more rational utilization of resources under staff travel and consultants, as well as contributions from member organizations.

Shared accommodation with other students is common and popular and student noticeboards and newspapers often advertise rooms, apartments and houses for rent.

The counsel made several recommendations in this regard, including the following: if there are legal grounds for pretrial detention they should be applied to guarantee the safety of the victim; if “more lenient means” are applied, a swift information exchange between all agencies should be guaranteed; detention should be imposed immediately in the event that the more lenient measure is breached; and a breach of civil law protection orders should be made a criminal offence.

Speakers agreed that efforts should be made to ensure utmost coherence between EFA efforts and UNLD and DESD, as well as with the broader development, peace and security agenda, avoiding duplication of efforts and overly strict separations.

Capacityand institution-building and the development of institutions should also be promoted in national development plans with a view to attaining sustainable development and achieving the development goals in a more flexible and efficient manner.

The Tribunal also exhibits several novelties from the point of view of procedure, including: (a) a Pre-Trial Judge with significant authority and responsibility; (b) a more proactive role for judges; (c) extensive victim participation in the proceedings; (d) measures alternative to detention, aimed at ensuring that freedom pending trial is the norm rather than the exception; (e) the protection of sensitive information, both to ensure the safety of witnesses and to accommodate the legitimate requests of States (including national security interests); and (f) trials in the absence of the accused under certain circumstances and with mechanisms designed to fully protect the rights of the accused.

However, enhancing outcome-based indicators is probably desirable to allow for an assessment of the effectiveness of the adaptation measure.

He expressed support for the efforts by the Group of Arab States towards achieving a nuclear-weapon-free zone in the Middle East, but stressed that the broader geopolitical context of that region must not be ignored: a number of conditions, including a just and sustainable two-State solution to the Palestine question and the recognition of Israel by all States in the region, were necessary to make a Middle East nuclear-weapon-free zone a realistic objective.

While it may be possible in some instances to treat each group member entirely separately, for many enterprise groups the best result for each of the different members may be achieved through a more widely-based and potentially global solution that reflects the manner in which the group conducted its business before the onset of insolvency and addresses either distinct business units or the enterprise group as a whole, particularly where the business is closely integrated.

Moreover, through direct contact with potential victims of crime, population-based surveys may generate information on some of the more invisible types of crime, such as corruption, fraud and domestic violence.

(b) It was noted that in addition to there being potentially 156 States Parties in a position to fulfil article 6.3 obligations, other actors such as international organisations play a key role in generating resources or implementing programmes and that, like States, these organisations can be complex with several aspects of the work of any particular organisation being relevant to what the States Parties consider “assisting the victims”.

It may be useful to refer to the preparatory work as an additional means of interpretation or in the event that the outcome of interpretation, purposive or otherwise, turns out to be ambiguous or confused.

The more technologically advanced developing countries will also want to ensure that their IP regimes complement and enhance their broader policies for encouraging technological development and innovation.

Also noteworthy are the measures taken in connection with telecommunications and the information society (measures to promote access to culture and knowledge) being carried out by the Autonomous Communities in this area and by Red.es (accessible cinema).

She therefore proposed that further consultations be convened to discuss the question, for which a paper would be prepared to outline why the IASC system was proposing such a role for UNHCR and whether it was desirable for the Office to take this on and move away from the status quo of ad hoc arrangements in situations of natural disaster.

For other developing countries, we conclude that any beneficial trade and investment effects are unlikely to outweigh the costs at least in the short and medium term.

Sadly, since 2002, corporations and some States have continued to justify the expansion of mining and mining exploration and the denial of indigenous rights under the needs of “national development”, while directly arguing that such “development” supersedes the rights of communities to reject intrusions that damage their more traditional economy and values.
