Report of the High-level Committee on South-South Cooperation on its seventeenth session (3 and 22-25 May 2012) (A/66/39)1 The General Assembly, in its resolution 63/232, requested the Secretary-General to report, in the context of his annual report on the implementation of resolution 62/208, on measures taken in response to paragraph 16 of resolution 63/232, bearing in mind the provisions of that resolution, and including feedback from Member States on ways to achieve the aims contained therein, and decided to change the comprehensive policy review of operational activities from a triennial to a quadrennial cycle in order to better provide policy guidance to the United Nations funds and programmes and the specialized agencies, and in that regard decided to hold its next comprehensive policy review in 2012 and subsequent reviews on a quadrennial basis.

The Nuclear Posture Review is stipulated for United States conventionally armed long-range ballistic missile systems, while this country has been claiming for a long time that the ballistic missile has no use other than as a means of delivery of weapons of mass destruction.

The Republic of Azerbaijan has repeatedly stated that, despite ongoing political efforts towards the earliest resolution of the conflict on the basis of the generally accepted norms and principles of international law, the policy and practice of the Republic of Armenia, the occupying Power, implemented inter alia through various illegal activities in the occupied territories of Azerbaijan, clearly testify to its intention to secure the annexation of these territories (see, for example, the most recent document circulated by Azerbaijan: A/64/760-S/2010/211).

The net decrease reflects reductions under most objects of expenditure, including $242,800 under consultants, mainly as a consequence of the increased use of in-house expertise, where possible; $104,700 under experts, resulting mainly from concerted efforts to combine meetings or reduce the number of experts and the duration of meetings, whenever possible; $121,200 under travel of staff, mainly attributable to increased utilization of video conferencing, combining trips and/or reducing the duration of travel as much as possible; $460,800 under contractual services, primarily owing to increased utilization of electronic means of disseminating publications; $111,000 under furniture and equipment, reflecting reduced requirements for the replacement of furniture and office equipment resulting from extending the lifespan of furniture and equipment; and $781,600 under grants and contributions, mainly owing to the termination of the contract with the International Computing Centre.
