The view was expressed that quality and reliability assurance, including mission assurance, should be further emphasized, as well as avoidance of in-orbit collision during orbital operation and during the ascent phase of launch vehicles for manned space systems; increasing ground safety with regard to re-entering objects; sharing knowledge on debris removal; promoting networks for monitoring, modelling and forecasting the space environment; and the development of design technologies.

In that respect, various modal shift initiatives were being taken by member States, including: (a) more use of inland and coastal waterways, (b) expansion of public transport networks, (c) facilitation of nonmotorized transport, (d) additions to and electrification of the rail network as an alternative to road, (e) vehicle demand management, (f) improved engineering with intelligent transport system technology, (g) mitigation policies including vehicle emissions reduction policies, biofuel use, and fuelefficient ships and shipping strategies.

Similar efforts should be made with respect to biological, chemical and conventional weapons, the proliferation of ballistic missiles and space-launched vehicles in order to enhance international security and ensure that nuclear disarmament was not offset by a new arms race in those areas.

The Security Council reaffirms resolution 1540 (2004), which affirms that States shall take effective measures to prevent non-State actors from acquiring weapons of mass destruction and their means of delivery and to establish domestic controls to prevent proliferation of nuclear, chemical or biological weapons, their means of delivery and related materials, recognizes States’ progress in implementing resolution 1540 (2004), endorses the work carried out by the Committee established pursuant to resolution 1540 (2004), and, in that regard, recalls resolution 1977 (2011), which extends the mandate of the 1540 Committee for 10 years.

At its sixty-fifth session, the General Assembly called upon Member States to establish appropriate national laws and/or measures to prevent and combat the illicit brokering of conventional arms and of materials, equipment and technology that could contribute to the proliferation of weapons of mass destruction and their means of delivery, in a manner consistent with international law; acknowledged that national efforts to prevent and combat illicit brokering activities can be reinforced by such efforts at the regional and subregional levels; emphasized the importance of international cooperation and assistance, capacity-building and information-sharing in preventing and combating illicit brokering activities; and encouraged Member States to draw, where appropriate, on the relevant expertise of civil society in developing effective measures to prevent and combat illicit brokering activities (resolution 65/75).

In addition to the steps covered in those two reports, the Government of Iraq has taken a number of other measures in observance of international disarmament and non-proliferation standards and in keeping with the Constitution of Iraq, article 9, paragraph (e), which states that the Iraqi Government shall respect and implement Iraq’s international obligations regarding the non-proliferation, non-development, non-production and non-use of nuclear, chemical and biological weapons, and shall prohibit associated equipment, materiel, technologies and delivery systems for use in the development, manufacture, production and use of such weapons.

Recognizing the need for Member States to prevent and combat illicit brokering activities, which covers not only conventional arms but also materials, equipment and technology that could contribute to the proliferation of weapons of mass destruction and their means of delivery

From February 2009 to March 2010, the Commission, with the support of the United Nations, facilitated and organized the release of 957 children by SLA/Free Will, SLA/Mother Wing (Abu Gasim), SLA/Peace Wing, JEM/Peace Wing and the Popular Forces for Rights and Democracy (173 children in Northern Darfur, 534 in Southern Darfur, 250 in Western Darfur).
