Delegates recognized that disaster risk reduction and disaster risk management should be considered integral components of hunger and poverty alleviation efforts in the region.

Equally relevant are the Convention on the Elimination of All Forms of Discrimination against Women, article 12, concerning the obligation of States to eliminate discrimination against women in health care; the Convention on the Rights of Persons with Disabilities, article 25 (b), which requires that health services be “designed to minimize and prevent further disabilities, including among children and older persons”; and the International Covenant on Civil and Political Rights, article 7, which prohibits torture or cruel, inhuman or degrading treatment or punishment and includes the prohibition of medical or scientific experimentation without free consent.

By paragraph 7 of resolution 2021 (2011), the Security Council encouraged all States, particularly those in the region, to continue to raise awareness of the United Nations Group of Experts due diligence guidelines, in particular in the gold sector as part of broader efforts to mitigatethe risk of further financing armed groups and criminal networks within FARDC.

It focuses on the conclusions and recommendations of the expert group meeting which, among other things, called upon: the United Nations system, Member States and indigenous peoples’ organizations to recognize the rights and special needs of indigenous women and girls; Member States to adopt measures, in conjunction with indigenous peoples, to ensure that indigenous women and girls enjoy the full protection and guarantees against all forms of violence and discrimination; the United Nations system to support efforts and initiatives that provide support and protection to indigenous women and girls; and indigenous communities to consider seriously the problem of violence against indigenous women and girls in their communities through ways that include the recognition and dismantling of existing patriarchal social relations, the elimination of discriminatory policies and a continuous commitment to indigenous women’s rights in all indigenous institutions and at all levels.

The region needed to find fresh solutions to persistent problems through research, innovation and technological development, as well as by unleashing the creativity, entrepreneurship and agency of citizens, especially the youth.

The long-term objectives of the state forreducing poverty include reducing and preventing poverty of families with children, preventing exclusion of children with special needs, improving independent coping of people with disabilities, ensuring adequate income for elderly people, ensuring decent social assistance, and preventing long-term dependency on assistance and benefits.

It will be prudent to ensure from the outset that they are deployed in ways that mitigate therisks and reduce resource and energy use (see box 3), for example, through product review processes that ensure sustainability requirements before introduction to the market.
