The attitude of Azerbaijan towards the Armenian population of Shushi and the Armenian heritage of the town is best illustrated by the fact that the centuries-old Saint Ghazanchetsots Cathedral was turned by the Azerbaijani forces into a warehouse for missiles fired at the Armenian population.

The 1984 White Paper defined functional constituencies as (a) in the case of economic and social constituencies, these will be based on well recognized major organizations, associations and institutions with a territory-wide coverage and (b) in the case of professional constituencies these will be based on membership of those professions with well re-established and recognized qualifications.
