(f) Promotion of access to medicines and commodities, such as anti-retroviral drugs, and development of new treatment strategies through enhanced multilateral cooperation in processes related to discussions involving free trade agreements and the Agreement on Trade-Related Aspects of Intellectual Property Rights (TRIPS);2 (g) Provision of technical support to enable countries to develop appropriate laws and policies in order to better utilize the safeguards and flexibilities provided by TRIPS.

In that regard, Brazil supported the establishment of a antiretroviral medicine factory in Mozambique, which would serve the whole region.

Advances in transcriptomics include: the identification of regulators; the characterization of regulators; and the implications of network structure.

Globally, the coverage of services that have been shown to be most effective in preventing new HIV infections among people who inject drugs remains low: a limited number of people participate in or have access to the full spectrum of drug dependence treatment services, a limited number of sterile devices are distributed per month per person who injects drugs, 8 per cent participate in a programme involving opioid-agonist treatment therapy and 4 per cent of HIV-positive people who inject drugs are receiving antiretroviral therapy.

In this declaration, Member States committed to clear targets to ensure that by 2015 no more children will be born with HIV, to close the global resource gap for AIDS and to work towards increasing funding to between $22 billion and $24 billion by 2015, to increase universal access to antiretroviral therapy to get 15 million people onto life-saving treatment by 2015, to reduce tuberculosis deaths among people living with HIV by 50 per cent, and to reduce the transmission of HIV among people who inject drugs by 50 per cent.

Among patients with human immunodeficiency virus (HIV) infection in Tanzania, high-dose multivitamin supplementation after beginning highly active antiretroviral therapy did not reduce the risk of HIV disease progression or death compared with standard-dose multivitamin supplements, but did result in the adverse effect of increased levels of a certain liver enzyme, according to a study in the Oct. 17 issue of JAMA.

Assistance for accessing universal health care by improving the health sector, strengthening health systems and devising roll-out strategies for antiretroviral therapies is an area to which United Nationsled global action can add value in reconstructing postconflict societies.

Recent research also revealed that cash transfers to poor families affected by AIDS have the potential to improve nutrition, thereby slowing the progression of AIDS and improving the effectiveness of ART.

The Government provides free antiretroviral medication, agencies such as the Belize Enterprise for Sustainable Development and the Youth Business Trust provide micro-financing for small business start-ups for persons living with HIV/AIDS, and several NGOs such as Living with Hope Foundation and the Alliance Against AIDS provide financial grants, support groups and other kinds of assistance.
