Other areas proposed for inclusion in mainstreaming approaches were: indigenous peoples; post-conflict countries and countries experiencing violence and conflict; culture of peace/peace-building; environment and environmental education; marginalized and vulnerable groups of society; people with disabilities; information on HIV/AIDS and malaria; dialogue among civilizations, cultures and peoples; promotion of cultural diversity and intercultural dialogue; Haiti; talented children; domains of education and culture; the Central Asia region; social and cultural challenges related to globalization; role of media and their relation with culture; and small island developing states (SIDS).

But even more importantly, we should approach the question of protecting civilians from a much wider angle, ensuring continued stability and peace in conflict-ridden States, in particular through strengthening the rule of law, human rights, democracy and good governance, which is crucial for long-term and lasting protection of civilians.

(e) It was noted that while some have called for a specific percentage of mine action funding to be dedicated to victim assistance, others have pointed out that doing so may be counterproductive, in particular because this may result in diverting funds from humanitarian demining, which is one of the main activities to address the victimisation of communities in war-torn societies and to prevent additional victims.

Conventional disarmament, especially with regard to major weapons systems, small arms and light weapons, landmines and cluster munitions, has received increased attention from the international community in view of the havoc that such weapons are inflicting on people’s daily lives, in particular in conflict-ridden regions.

(k) The evaluators questioned the appropriateness of some activities, such as the Children’s Festival in that “assembling together 500 children of three different ethnic groups from a war-torn home environment to a festive atmosphere leads to a false interpretation of the real situation if not out-rightly underrating the problem”.

Over time, the world body has become an increasingly field-based organization, with a growing array of human rights, humanitarian, development, political, peacekeeping and peacebuilding personnel working with local staff, regional and subregional partners and civil society groups in fragile or war-torn countries.

Our country is experiencing heavy rainfall, storms, drought and extreme weather events, which are having a negative impact on public resources, the social and economic base of the country and its democratic governance.

Apart from the primary need to protect civilians, it is also necessary to draw up strategies for emergence from crisis that ensure a lasting return to peace, in particular with regard to the economic, social and political recovery of communities often ravaged by conflict.

The hardships of Al-Nakba continue for the Palestinian people as they continue to live either in exile as refugees throughout the region and the Diaspora or under the belligerent military occupation of Israel, the occupying Power, since 1967 in the Palestinian Territory, including East Jerusalem, forced to endure the systematic violation of their fundamental human rights and war crimes at the hands of the occupying Power for nearly 44 years.

Before everyone’s eyes, the Holy City is being subjected to an illegal aggressive policy by the Israeli occupying authorities seeking to control occupied East Jerusalem and ensure a Jewish majority there in a completely artificial way that excludes and displaces Palestinians, who were there from the very beginning.

It is significant that this debate has expanded, from a focus on the rule of law in war-torn societies, to include strengthening the rule of law at the international level.

As more powerful and frequent storms and floods lash coastlines and uproot populations, climatic changes can put even more pressure on scarce resources and expose vulnerable communities to greater instability.

The people of Haiti, along with the international community working in their support, have faced many challenges over the past 12 months, as previous speakers have said: the impact of Hurricane Tomas; the ongoing cholera epidemic, which has affected almost 200,000 Haitians; concerns about secure shelter for those displaced by the earthquake; and a safe environment for those living in camps.

Now, they must often grapple with extreme weather and protracted drought, which can drive already strained systems to buckle.

This explains the adoption of, - besides the 1993 Vienna Declaration and Programme of Action, and the Final Report of the Conference, - of two resolutions, on Bosnia and Herzegovina and on Angola, respectively, both then plagued by armed conflicts.

With regard to conflict and post-conflict situations, my country believes that, when establishing mandates, we must first address with due priority the capacity of conflict-affected societies to ensure the rule of law, in particular through the strengthening of national judicial and police systems.

The scale of the devastation in the Gaza Strip and the urgency of the needs of the Palestinian people and Palestinian institutions simply cannot wait.

It should no longer surprise us that war-torn countries do not put away their weapons and blossom instantly as plural and stable democracies with functioning institutions, accountable Governments, responsive parliaments, rights-respecting security forces and tolerant populations.

The analysis that the World Bank has commissioned to inform its 2011 world development report on conflict and fragility confirms a disheartening fact — countries that are wracked by conflict and that suffer endemic fragility are not making the progress they need if the Millennium Development Goals are to become a reality for their people.

That will be an important factor in resolving the multiple problems of a country that has been ravaged by war for so many years.

Restorative justice is very often the only way of bringing reconciliation to victims and perpetrators alike in a war-torn society where victims of offences suffer, as do child perpetrators, having been forced to commit offences.

The aims and values which inspired the United Nations Charter endure: to promote international peace, security and justice; to relieve and remove the blight of hunger, poverty and disease; and to protect the rights and liberties of every citizen.

We should recognize that long-term economic recovery will require changes in the pattern of development assistance and private investment to address the major infrastructure needs of a country devastated by 20 years of conflict.

Over the past 20 years, the international community has resorted to a variety of instruments and institutional mechanisms to address this issue and to re-establish the rule of law in war-torn countries.
