The key factors that facilitated the smooth implementation by SIAP of all planned activities for 2009 were: (a) the strong support of the host Government, Japan, which continued to provide the bulk of cash contributions, administrative and infrastructure support, and fellowships for all four SIAP-Japan International Cooperation Agency (JICA) Tokyo Metropolitan Area (TMA)-based training courses; (b) the strong support of many other member States: cash and in kind contributions from those member States increased in 2009 compared with their level in 2008; and (c) close collaboration with United Nations agencies and international organizations, which provided the opportunity to combine efforts and address effectively the diverse capability-building needs of developing member States in the region.

It welcomed the State’s readiness to benefit from technical cooperation and noted that the country was facing natural disasters, a food crisis and the international financial crisis, which complicated itsability torespond to the needs of its citizens.

Given the gravity of the situation, and while again confirming the primary responsibilityof States in meeting the humanitarian needs of their respective civilian populations, we wish to emphasize that it is critical to enhance the role of the Office of the United Nations High Commissioner for Refugees (UNHCR) and its coordination with other relevant United Nations entities, such as the Office for the Coordination of Humanitarian Affairs in conducting humanitarian operations, the Department of Peacekeeping Operations in addressing displacement and violence against civilians and the Office of the Special Representative of the Secretary-General on Children and Armed Conflict in tackling child-related issues, et cetera.

(a) In education: Evaluation of current condition and capacities of national lead teacher training institutions in all African countries and theirability torespond to national challenges of teacher training; implementation of improvements proposed and the creation of a network of institutions; preparation of requests for extrabudgetary funding; and promotion of teacher-training policy issues for Africa on the international agenda.
