When the Government proposed to inject $6,000 into MPF accounts of people earning a monthly income of less than $10,000 back then, why did they not raise any protest, leaving me to do so alone?

Given the ensuing public outcry and queries about the constitutionality of this proposal, the Government was eventually forced to withdraw the original bill.

Some of the allegations are as follows: The Beijing Municipal Daxing District People's Procuratorate alleges that: "Between September 2008 and September 2009, defendant ZHAO Lianhai made use of hot issues in society to incite and gather people in public places of the city of Shijiazhuang in Hebei province, Beijing Municipal Daxing District and the Fengtai District.

This year, I do not know why they have made this change all of a sudden when there was a public uproar.

The Interior Ministry determined that this had occurred during the course of a public protest outside the Liaison Office, and that none of the Macedonian citizens in question had been harmed in any way and no further problems had been reported.

It said that in the present case, ZHAO Lianhai was sentenced to imprisonment (as also pointed out by the report that I quoted earlier), and the acts of "picking quarrels and provoking troubles" under Article 293 of the Criminal Law of the People's Republic of China were involved, which include (let me repeat): first, beating another person at will and to a flagrant extent; second, chasing, intercepting or hurling insults to another person to a flagrant extent; third, forcibly taking or demanding, wilfully damaging, destroying or occupying public or private money or property to a serious extent; fourth, creating disturbances in a public place, thus causing serious disorder in such place.

In the verdict, one of ZHAO's charges was that he made use of hot issues in society to provoke and rally people to make trouble by chanting slogans and gathering illegally in public places in the city of Shijiazhuang in Hebei and the districts of Daxin, Fengtai and others in Beijing, causing serious disruptions to the social order of these areas.

Under Article 293, beating another person at will; chasing, intercepting or hurling insults to another person; forcibly taking or demanding, wilfully damaging, destroying or occupying public or private money or property; and creating disturbances in a public place, thus causing serious disorder in such place, are acts of "picking quarrels and provoking troubles", liable to a fixed-term imprisonment of not more than five years.

It was agreed that the discussion of collusion should include the following elements: (a) collusion occurs where two or more suppliers or contractors, or one or more supplier(s) or contractor(s) and the procuring entity, work in tandem to manipulate the market in a way detrimental to obtaining an optimal outcome in the given procurement; (b) the manipulation might affect the price, keeping it artificially high, or other elements of a submission (such as the quality offered); alternatively, it could involve an agreement to share the market by artificially inflating prices or artificially distorting other elements of a submission, or an agreement not to present submissions or otherwise to distort fair competition; (c) collusion would probably violate the law of the State; (d) collusion involved the intention of the parties concerned to collude; and (e) the complicity of representatives of the procuring entity in collusion was not uncommon.

This responsibility includes designing, implementing and maintaining internal control relevant to the preparation and the true and fair presentation of financial statements that are free from material misstatement, whether due to fraud or error; selecting and applying appropriate accounting policies; and making accounting estimates that are reasonable in the circumstances.

The National Central Bureau carried out other specific work such as appointing the terrorism liaison official; linking the INTERPOL I-24/7 computer system and police units, giving the General Directorate of Migration and Immigration access to the Fixed Interpol Network Database and Mobile Interpol Network Database (FIND/MIND) to check passenger lists at the international airport in order to prevent terrorists from entering and passing through the country; updating the database of lost and stolen passports; and investigating and registering international foundations that wanted to operate in the country.

However, some of those proposals have been superseded as a result of subsequent events and the emergence of new requirements, in particular the establishment of a central business continuity management unit to address business continuity issues on a broader, Organization-wide basis, taking into account pandemic planning and other non-information and communications technology aspects (see A/64/472 and document A/64/7/Add.8 in the present supplement), as well as the requirement for a new secondary data centre in the context of the relocations due to the capital master plan (see A/64/346/Add.1).

The inordinate length of translation times, especially in cases of selfrepresented appellants, calls for greater explanation than suitable for a report of this size, but it can be said that efforts are under way to more effectively liaise with the supervisors in the Conference and Language Services Section on a continual basis in order to assess progress and determine the need for requesting prioritization of specific translations, and to readdress the internal requirement of the Conference and Language Services Section that the revision process for translation of a judgement must be accomplished as a whole, rather than volume by volume (which would allow for gradual release of translated portions).
