Following the decision to extend the mandate of the Committee, Ambassador JorgeUrbina of Costa Rica,elected by the Security Council on 3 January 2008, continued to serve as Chair of the Committee, with representatives of Croatia, Indonesia and the United Kingdom of Great Britain and Northern Ireland undertaking the tasks of Vice-Chair in 2008 and Croatia, Mexico and the United Kingdom in 2009.

My predecessor, Ambassador JorgeUrbina of Costa Rica, has already briefed the Council on that meeting, at which 41 States, 21 intergovernmental organizations and other entities made statements and held interactive discussions on specific issues.

In order to have a rich debate on the subject matter on 22 April, that could lead to achieving our mutual goal of improving the working methods of the Security Council, I am attaching herewith, for your consideration and the consideration of the members of the General Assembly, the Non-Aligned Movement’s position concerning the working methods of the Security Council as stipulated in the relevant paragraphs of the Final Document (A/63/965-S/2009/514), adopted by the Fifteenth Summit of Heads of State and Government of the Non-Aligned Movement, held in Sharm el-Sheikh, in July 2009, with a view to assisting the Security Council in its efforts to achieve the desired progress in reforming the working methods of the Council (see annex).

During this session, the SHS and SC Commissions examined the resolution proposed in document 35 C/COM SC/DR.1 (submitted by: Austria, Belgium, Plurinational State of Bolivia, Burkina Faso, Congo, Democratic People’s Republic of Korea, Denmark, Djibouti, Dominican Republic, Finland, Iceland, Libya, Lithuania, Luxembourg, Madagascar, New Zealand, Netherlands, Norway, Palau, Papua New Guinea, Poland, Portugal, Samoa, Senegal, Slovenia, Sweden, Tuvalu, Uruguay; co-sponsored by: Barbados, Costa Rica, Germany, Kazakhstan, Latvia, Lebanon, Malaysia, Monaco, Pakistan, Solomon Islands, Suriname, and Zambia), requesting the Director-General to strengthen UNESCO’s specialized capacity on climate change, building upon UNESCO’s unique interdisciplinary profile.

It also noted with appreciation the measures taken by Costa Ricato reduce poverty, improve the status of disadvantaged groups, promote the status of women and gender equality, as well as the implementation of the right to education of all to achieve the Millennium Development Goals, and the extension of that right to cover the children of irregular migrants.

In order to support and encourage Member States to develop national youth policies, UNESCO participated in a few important meetings and working groups concerning youthrelated policies, namely: the Council of Europe Research Seminar “Re-situating Culture: Reflections on Diversity, Racism, Gender and Identity in the context of Youth” (Budapest, Hungary, 10-15 June, 2003); all three meetings of the Council of Europe task force on Youth Policy Indicators (Strasbourg, France, 13-14 December 2002; Budapest, Hungary, 1-3 July 2002 and Strasbourg, France, 26-27 March 2003); the International Congress on Youth Policies (Bilbao, Spain, 19-21 March 2003); the European Conference of Ministers “Youth constructing Europe” (Thessaloniki, Greece, 7-9 November 2002); the IX Ibero-American Conference of Youth Ministers (Salamanca, Spain, 21-22 October 2002); the United Nations Meeting on Global Policies for Youth(Helsinki, Finland, 6-11 October 2002).
