Alimony and inheritance rights [...]

Where citizens require legal assistance with regard to support, industrial injury, criminal procedure, claims for State indemnity and claims for pension payments under the law, they may, if they cannot afford to pay the service fee, obtain legal aid in accordance with the provisions of State laws.

Entitled families are: single-parent families; families with 4 or more children who receive one of the following benefits: Income Support, Alimony, Disability, Old-Age, Survivors’ Benefit; a child orphaned from both parents; an abandoned/orphaned child as defined in the Income Support Law; a child who immigrated to Israel without an insured parent; and women residing in a shelter for battered women, under certain conditions.

The main functions of UNEPs include the performance of pre-employment medical examinations; periodic medical examinations; exit medical examinations (if required); assisting with medical evacuations, i.e. if a staff member or eligible dependant needs to be medically evacuated, a United Nations examining physician is required to make a recommendation to the Head of the Fund/Programme/Agency that the staff member belongs to; and assist with sick leave and other medical/occupational health issues.

As staff paid at the dependency rate are already compensated for having dependent family members, and to avoid double counting, that amount is then reduced by the pay difference between the single and the dependency rate, to arrive at a final figure of $2,400 per month.

The Committee is deeply concerned that the Child Protection Code fails to provide appropriate mechanisms to secure adequate family and parental support to single mothers and maintenance recovery from fathers or other persons having financial responsibility for the child.

The Regulations on Subsistence Security for Urban Residents and the Regulations for the Rural Five-Guarantees Subsistence Programme stipulate that basic subsistence is to be provided to impoverished urban residents and rural residents who are unable to work, have no source of income or other persons to rely on for support or maintenance.

The Constitution guarantees a number of civil and human rights, including religious freedom, personal freedom, the inviolability of the home, the inviolability of property, the right to work and employment, the right to support, the right to education, freedom of opinion and expression, freedom of association and freedom of assembly.

Some examples of laws that discriminate against women include those that prohibit women from entering certain occupations or professions, such as performing jury duty or certain duties within the military.

[...] [...] noted first, that alimony payments could not be characterized as “contractual” obligations, and second, that it was proven that the author had sufficient financial means to fulfil his alimony obligation.

The new section provides that a parent who is entitled to Child Allowance for three or more children, and receives one of the following benefits: Income Support, Alimony, Survivors’ Pension with Income Supplement or Old-Age Pension with Income Supplement, will receive a monthly increment to the child allowance at a rate of 0.59 of a credit point for each of the third and fourth child in the family (106 NIS ($28)).

Until 2001, the Muslim and Christian courts had exclusive jurisdiction in all family matters, including women’s and children’s alimony, property issues, child maintenance, guardianship and parental matters.

It recommends when necessary amendments to the Regulations which govern, inter alia, the rates of contribution by the participants (currently 7.9% of their pensionable remuneration) and by the organizations (twice the foregoing amount, i.e. 15.8% of pensionable remuneration of participants), eligibility for participation and the benefits to which participants and their dependant may become entitled.

As regards activities under the “ethics of science and technology, in particular bioethics”, the suggestion was made to place more emphasis on information and sensitization of the public-at-large and decision-makers, on the development of further normative instruments, on the promotion of ethics education, on the ethics of the use of science and technology, capacity-building and on multidisciplinary action.

The following elements of quality education were highlighted: focus on assistance in curricula review and revision, particularly the introduction of values education and ethical approaches, in accordance with national priorities and Arab needs; “learner-centred” education; improvement of teaching including capacity-building and teacher training; improvement in the status of teachers; development of benchmarking and assessment; elaboration of national standards regarding quality education.
