The representative of the Secretariat said that R-507 and R-404A were the only technologies currently available that were compatible with the current systems being installed for cold rooms, although UNIDO had indicated that it would encourage Uruguay to explore the possible use of hydrocarbons as an alternative for the two remaining enterprises.

Following further consultations with stakeholders in Iraq, the representative of UNIDO said that in principle, Iraq did not object to using hydrocarbon as the replacing refrigerant, subject to ensuring that: the technology was technically feasible in terms of the availability of components and raw materials for such products; the final product price was comparable to HFC-134a products; safety considerations were fulfilled within the project, covering both manufacturing and servicing aspects; the performance of hydrocarbon-based products was similar to that of HFC-134a products, keeping in mind that the temperature in Baghdad could easily reach 50 degrees Celsius in the summertime; and information was provided on similar experience with projects funded by the Multilateral Fund for shifting commercial refrigeration to hydrocarbon technology.

Expected result 12: Integrated management of biological and mineral resources promoted, drawing on the knowledge base, networks and institutional capacity – The MAB and IGCP Programmes have set up an expert group on mineral and hydrocarbon resources extraction in biosphere reserves to review science-policy issues and sustainable development in biosphere reserves.

Paragraph 16 of resolution 2009 (2011) provides an exemption to the asset freeze in relation to the four entities that were listed at the time, for the following purposes: (a) humanitarian needs; (b) fuel, electricity and water for strictly civilian uses; (c) resuming Libyan production and sale of hydrocarbons; (d) establishing, operating or strengthening institutions of civilian government and civilian public infrastructure; or (e) facilitating the resumption of banking sector operations, including to support or facilitate international trade with Libya.

Mr Albert CHAN pointed out that the Development Bureau ("DEVB") and BD had taken actions against the UBWs at Nos. 5A and 7 York Road, Kowloon Tong ("the York Road Case") and at Houses 4 and 5 of No. 4 Peel Rise ("the Peel Rise Case") in different manners.

Mr WU Siu-wai of the Hong Kong Federation of Education Workers and Ms Rosalind CHEN of the Hong Kong Association of English Medium School expressed support for Mr CHEUNG’s view.

The first proposal is for the Panel to be authorized to exercise the powers conferred by LCPPO to inquire into the handling of unauthorized building works in House No. 4 and No. 5 at 4 Peel Rise by the Development Bureau, the Buildings Department and other Government departments concerned.

D of B said that there was no lack of communication between BD and the AP on the UBWs at the two houses at Peel Rise since the letter had been issued on 27 June 2012.

With reference to paragraph 14 of the Administration's paper about the unauthorized floor space at the garden level beneath the parking space of House 5 of No. 4 Peel Rise, Mr James TO sought details of the remedial proposal for the space.

In her view, it was obvious that BD had handled the UBWs in the York Road Case and the Peel Rise Case with different standards.

The Chairman put to vote Mr LEE Cheuk-yan's proposal for appointing a select committee which was to inquire into the UBWs at CE's properties at Peel Rise, The Peak, and to be authorized to exercise the powers under section 9(1) of the P&P Ordinance when conducting the inquiry.

Referring to CE's remarks in his statement made on 23 November 2012 that he had built a wall to brick off an unauthorized floor space at the lower ground floor of House 4 of No. 4 Peel Rise to make the space inaccessible, Mr Albert CHAN enquired whether it was necessary to obtain the prior approval and consent from BA for such works.
