In this decision, the Executive Board recalled “181 EX/Decision 5(III), 176 EX/Special Plenary Meeting/Decision, 177 EX/Decision 20, 179 EX/Decisions 9 and 52”, “Decisions 31 COM 7A.18, 32 COM 7A.18 and 33 COM 7A.18 adopted by the World Heritage Committee at its 31st (Christchurch, 2007), 32nd (Quebec City, 2008) and 33rd (Seville, 2009) sessions respectively”, as well as “the relevant provisions on the protection of cultural heritage including, as appropriate, the four Geneva Conventions (1949), The Hague Convention for the Protection of Cultural Property in the Event of Armed Conflict of 1954, the Convention for the Protection of the World Cultural and Natural Heritage of 1972, the inscription of the Old City of Jerusalem and its Walls at the request of Jordan on the World Heritage List (1981) and on the List of World Heritage in Danger (1982), and the recommendations, resolutions and decisions of UNESCO”.

In addition, Mr. Richardson serves as Senior Fellow for Latin America at Rice University's James A. Baker III Institute for Public Policy and has joined several non-profit and for- profit boards, including Abengoa's International Advisory Board, the fifth largest biofuels producer in the U.S., WRI World Resources Institute, Refugees International and the National Council for Science and the Environment.

In 2011, a number of countries were severely affected by natural disasters, starting with the earthquake in Christchurch, New Zealand, followed by the Tohoku earthquake and tsunami in Japan in 2011 and then severe flooding in a number of countries, notably Thailand and Pakistan.

To the existing four Strategic Objectives mentioned above (also called “4 Cs”), the Committee, at its 31st session (Christchurch, 2007), decided to add a “Fifth C” for communities which reads as follows: “To enhance the role of communities in the implementation of the World Heritage Convention” (Decision 31 COM 13B).
