The Government shall be responsible for dealing with any claims which may be brought by third persons against the Organization, against members of its staff or against other persons employed by the International Centre and shall hold the Organization and the above-mentioned persons harmless from any claims or liabilities resulting from operations of the International Centre under this Agreement, except where it is agreed by the Organization and the Government that such claims or liabilities arise from the gross negligence or wilful misconduct of such persons.

2. Neither the carrier nor any of the persons mentioned in article 18 is entitled to the benefit of the limitation of liability as provided in article 60 if the claimant proves that the delay in delivery resulted from a personal act or omission of the person claiming a right to limit done with the intent to cause the loss due to delay or recklessly and with knowledge that such loss would probably result.
