FICSA supported the statement further, explaining that the differential addressed the continued need for work in excess of the regular work week by certain categories of staff in Rome which was not covered by overtime, shift or night differentials, and affirming that, by its very nature, regular work should be pensionable.

Still, we are willing to look into the possibility of various subventions, as we have done in the past, to meet the needs of our citizens.

For example, in order for postal services to reach consumers in remote areas, the government may have to subsidize these services, rendering market forces ineffective in meeting such needs.

Could that, for instance, best be achieved through modifying the hardship scheme already in place?

The Committee notes that the estimated resource requirements for Government-provided personnel, which provide for mission subsistence allowance and travel on assignment/repatriation, are budgeted under operational costs.

In the Protection Coordination Unit at Headquarters, it is proposed to establish a P-5 post for a Chief of Unit in order to provide strategic management to best meet the close protection needs of senior officials (ibid., para. 34.29).

With regard to relocation allowance upon completion of service, a member of the Tribunal who had maintained a bona fide residence at The Hague or at Arusha for at least three continuous years during service with the Tribunals could receive a lump sum equal to 12 weeks’ net salary on completion of appointment and resettlement outside the Netherlands or the United Republic of Tanzania.

However, now that the relevance of the mainstream news media is being challenged by the rising popularity of alternative sources, news distribution platforms are rapidly multiplying and diversifying and social media tools are revolutionizing the way in which people access and share information, the Committee wonders whether the time has come for the Department of Public Information to assess how it can enhance the responsiveness of its public information activities to the Organization’s needs, how it can bring greater creativity and innovation to its work, and how it can continue to promote the work of the United Nations in a way that is more relevant to the daily lives of individuals all around the world.

When an alternate or alternates attend a session or group of meetings instead of the representative appointed by the Member, a subsistence allowance and transportation costs shall be payable for one alternate only provided the alternate does not normally reside in the locality where the meetings are held, and that the representative appointed by the Member renounces, for that session or group of meetings, any entitlement he may have under subparagraphs 1.1, 3.1.1 and 3.1.2.

In this context, it was suggested that both States Parties and the broader implementation community need to make sure that this actually happens, including moving beyond the general discussions of how to ensure that girls, boys, women and men have equal access to the resources generated through implementation of the Convention, and, by asking why progress has been so slow.

While expressing their satisfaction that the new programme management cycle now allows not only a top-down but also a bottom-up interaction which is expected to give a more important role to field offices and National Commissions in the design of the next programmes and budgets, participants unanimously stressed that cluster and regional consultations for the purpose of the preparation of the C/5 document or for any issue considered to be part and parcel of UNESCO’s core business shall not be funded from the Participation Programme but from other sources under the regular programme (see resolution adopted by the Consultation which is attached as Annex III).

In the context of education, activities focus on the following areas: (a) violence against children as a follow-up to the recommendations contained in the World Report on the Violence against Children (2006), with an added emphasis on gender dimensions of such violence, the role of religion and culture in its prevention, and the promotion of non-violent, participatory practices and support services; (b) inclusive education, with the aim of promoting an educational system that answers the needs of a diverse group of pupils, paying particular attention to the excluded and marginalized; (c) governance and inequality, looking at how good governance in education can reduce disparities based on wealth, location, ethnicity, gender and other grounds; (d) textbook revision to promote peace-oriented approaches taking into account new education challenges related to quality.
