UNESCO Venice Office contributed to the identification of the key activities to be carried out within the MDG-F joint programme “Sustainable Tourism and Rural Development”, in relation with the UNESCO designated sites included in the areas selected by the project component to be implemented by UNWTO (tourism related to World Heritage Sites and biosphere reserves).

The Commission took note of a number of national initiatives, including the introduction of ICT strategies and legislation, that had contributed to the region’s emergence as a global centre for ICT production and innovation.

In short, they will help to create a world in which responsible and sustainable use of fisheries and aquaculture resources can make an appreciable contribution to human well-being, food security and poverty alleviation.

The Commission noted: that the mid-term review would start in September, or one or two month later depending on the scope of data and information necessary for the review; that while the mid-term review was initially part of the activities of the Trust Fund, WHO would try to identify a possible donor in order to carry out the review without drawing resources from the Trust Fund; and that the contribution and engagement of Members would be sought throughout the process of the mid-term review.

The activities undertaken within this function will include: (a) producing country, regional and global-level technical and programme guidance covering the substantive areas in which UN-Women works, from ending violence against women to increasing women’s contributions to peace and security; (b) devising and coordinating multi-stakeholder, holistic country programmes that involve inter-agency participation and national partners in line with national and regional policies and priorities and that are consistent with UN-Women’s Strategic Plan; (c) ongoing, on-demand technical support to national partners and UNCTs in UN-Women’s core areas of work (e.g., support to NWMs; support to women’s organizations and networks; support to the Resident Coordinator and gender thematic groups; and support to reporting on and implementing CEDAW); and (d) the management and monitoring of global programmes and trust funds.

While the contribution of fisheries has been declining over time, it still remains vital to the economy, as it is the main source of food and employment in a number of atolls.

Cooperation with the work of the secretariat of the United Nations Framework Convention on Climate Change: (a) in recognition of the work developed by the ARPEL Climate Change Working Group since its creation in 1999, the secretariat of the Framework Convention accepted ARPEL as an official observer to the Conference of the Parties serving as the meeting of the Parties to the Kyoto Protocol and its subsidiary bodies, during the tenth Conference of the Parties to the United Nations Framework Convention on Climate Change in December 2004 in Buenos Aires; (b) ARPEL report on the contribution of the oil and gas industry to greenhouse gas emissions reduction in Latin America and the Caribbean was presented at the same Conference; (c) participation of ARPEL at the eleventh Conference of the Parties to the United Nations Framework Convention on Climate Change in November and December 2005 in Montreal, Canada.

The Chairperson suggested that there were several ways in which the Commission could contribute: (a) by requesting, once more, that the Chairperson of the Commission make a statement at the annual ministerial review to highlight the contributions of population and development issues to the implementation of the internationally agreed goals and commitments in regard to global public health; (b) by inviting the President of the Council to address the Commission under item 6 of its agenda for the forty-second session in order to launch a discussion on the relevance of population issues to the attainment of the goals and commitments on global public health; and (c) by requesting the Secretariat to look into the possibility of organizing a side-event at the time of the annual ministerial review that would highlight the interrelations between population issues and global health.

The States members of the Organization of American States (OAS) adopted resolution AG/RES. 2533 (XL-O/10) entitled “Disarmament and non-proliferation in the hemisphere”, bearing in mind the determination of the international community to promote and adopt specific measures to foster a culture of peace and non-violence in all countries of the world and the significant contribution that disarmament and non-proliferation education can make in adopting such measures, and recalling that, in the Declaration on Security in the Americas, the States reaffirmed their commitment to arms control, disarmament, and the non-proliferation of all weapons of mass destruction.

The meeting stressed the importance of the following actions for least developed country development: (a) domestic resource mobilization; (b) enhancing the quantity and quality of official development assistance to least developed countries; (c) attracting foreign direct investments to least developed countries’ priority sectors through home country incentives; (d) tapping innovative sources of finance, including migrant remittances for least developed countries’ development; (e) the creation of a special crisis mitigation and resilience-building facility for least developed countries to enable them to respond to shocks; and (f) the establishment of a “global financial safety net” for least developed countries on a permanent basis that could make a major contribution to their socio-economic development.

(d) Therefore, measurement of achievement should not be limited to each tranche, but should look at the overall cumulative effect, to see i) how effective the cumulative achievements of the sectoral/national plans have addressed the overall goals of the MYA, ii) what are the lessons/experience gained that may be applied to avoid 11 previous mistakes, and to improve, simplify, or add value to actions taken in future implementation actions/steps of the same sector plan, iii) what those experiences can contribute to phase-out plans in other sectors in the same country, same region and/or globally, iv) what experiences can also be adopted by other IAs to improve those implementation process, taking into account the fact that each IA operates with different organizational procedures.
