Starting with 1 April 2008, by means of Government Decision No. 316 from 17.03.2008 on the update of the social insurance allowances and of certain state social allowances, the pensions, set by Law No. 909-XII from 30 January 1992 on social protection of the persons that suffered from the Chernobyl catastrophe have been increase with 17%, following the annual increase of the consumer prices indicator with 12.3% and the annual increase of the average country salary with 21.7%, whilst the update indicator of the state social allowances, set by Law No. 499-XIV from 14 July 1999 on state social allowances for certain categories of citizens, with the exception of the nursing allowance and the death allowance, was 12.3%, following the average annual increase of the consumer prices indicator for the preceding year.

An explosion at the Chernobyl Nuclear Power Plant in 1986 spread a radioactive cloud over large parts of the Soviet Union, now the territories of Belarus, Ukraine and the Russian Federation.

Despite the long-term obstacles stemming from the aftermath of the accident at the Chernobyl nuclear power station, the Government is pursuing a consistent policy of securing a decent standard of living for the population.

Such projects include IAEA regional project RER 3/004, Radiological Support for the Rehabilitation of the Areas Affected by the Chernobyl Nuclear Power Plant Accident, and UNDP, WHO and UNICEF projects carried out within the framework of the International Chernobyl Research and Information Network (ICRIN).

By means of the amendments of April 2007 adopted by Law No. 121-XV from 3.05.2001 on the supplementary social protection of certain categories of population, the number of beneficiaries of monthly state allowances was extended (former detainees during the fascist Germany and its allies during the Second World War and persons with disabilities moved from the dead zone of the AEP Chernobyl).

While noting that the State party has made significant rehabilitation efforts in the areas affected by the Chernobyl disaster, the Committee reiterates its concern regarding the persisting negative consequences of the Chernobyl disaster on the health of children, in particular at the incidence of thyroid cancer among children in affected areas, related to iodine deficiency.

The instrument also provides for contributions to international funds, notably to those concerning Chernobyl and its shelter.

The session was opened by the Chair of the nineteenth session of the Commission on Sustainable Development, László Borbély (Romania), who made an opening statement.

It was paradoxical that the Committee’s work on Chernobyl accident had been done without Ukraine’s participation as a member and he hoped that the General Assembly would approve its full membership, as envisaged in resolution 63/89.

The Russian Federation, which together with Ukraine and Belarus had suffered the impact of the Chernobyl accident, had the highest international standards for nuclear safety, as confirmed by many IAEA missions to assess various aspects of safe operation of Russian nuclear facilities.

Even to the present day, 25 years after the Chernobyl incident, wild boars in Germany can still be found to be contaminated with radioactive caesium.

Stressing the need for further coordination by the United Nations Development Programme and improved resource mobilization by the United Nations system to support the activities aimed at the recovery of Chernobyl-affected territories, inter alia, community-based development projects, support to investment promotion and the creation of new jobs and small businesses, advocacy work and the provision of relevant policy advice as requested, and the widest possible dissemination of the findings of the Chernobyl Forum through the International Chernobyl Research and Information Network

Expressing profound concern at the ongoing effects of the consequences of the accident on the lives and health of people, in particular children, in the affected areas of Belarus, the Russian Federation and Ukraine, as well as in other affected countries, Noting the consensus reached among members of the Chernobyl Forum1on the environmental, health and socio-economic effects of the Chernobyl disaster, in particular, in providing a message of reassurance and practical advice to communities living in territories affected by the Chernobyl disaster

The Committee reiterates its recommendation that the State party continue to improve the specialized health care provided to children affected by the Chernobyl disaster, and strengthen its efforts at early detection and prevention of diseases related to nuclear contamination.

To date, cooperation has been established with departments of the Ministry for Emergencies and Protection of the Population from the Consequences of the Chernobyl Disaster and of the Ministry of Defence.

In those 40 years, there had been dangerous incidents, a terrible accident in Chernobyl, and growing concerns over the misuse of sensitive nuclear technologies, and yet there was still no prospect of real solutions for environmental and health concerns, no universal commitment to recognize the IAEA Additional Protocol as the verification standard, and no real interest in safe and fair multilateral control of the nuclear fuel cycle through IAEA.

In order to implement the Protocol Additional to the Agreement between Ukraine and the International Atomic Energy Agency, the Chernobyl Nuclear Power Plant, a State enterprise, has developed and implemented regulations on IAEA inspection activities.

To provide support to international, national and public programmes targeted at the sustainable development of these territories, in 2009 UN launched the International Chernobyl Research and Information Network (ICRIN).
