A 2006 survey of 226 companies in the public and private sectors indicated that nearly all of them (approximately 94%) said they offered some form of education assistance to their employees.36 In order to be responsive to and support the needs of part-time students and “career changers” and their desire to acquire and enhance specific, job-related skills, serious thought must be given to the current structure of and financial support for graduate education, especially at the master’s level.

Article 31 establishes the obligation of the State, public institutions and local authorities to mobilize all available resources to facilitate equal access for individuals to conditions that allow them to enjoy the rights to: health care; social protection and solidarity within a mutual or State-organized system; modern, accessible, high-quality education; vocational training and physical and arts education; decent housing; work and government support for those seeking work or self-employment opportunities; merit-based access to public service; and access to water, a healthy environment and sustainable development.

In addition, while employed artists usually receive equivalent treatment to other workers, those who are intermittent, self-employed, independent contractors, or casual, fall outside these norms.

The most vulnerable social groups affected by absolute poverty are the elderly, those whose only income is from self-employment in agriculture, large families and families with multiple children, and the long-term unemployed.

To introduce flexibility in the regulations of public and private bodies for the purpose of ensuring access of persons with disabilities to training and capacitybuilding programmes in the various professions and specializations, enabling them to find employment; to that effect, compliance with the Regulations on Hiring of Persons with Disabilities in public competitive and merit examinations will be monitored.

The internship is particularly useful for young unemployed persons who have acquired a profession but lack the practical work experience necessary for finding a job.

The concept of the new Act foresees redesigning the present system into a framework which supports active employment seeking and work by working-aged disabled persons by compensating the additional expenses linked to employment.
