Norway acknowledged that the success of the universal periodic review would require sustained efforts and political will, and looked forward to an open and inclusive dialogue on all the issues and recommendations that could not be currently supported.

But we have to agree that financing is only one of many human incentives and we should always ensure that other key incentives are fully integrated into our efforts and regulated by all the necessary controls, the most important of these being integrity and transparency guarantees.

After extending heartfelt thanks to the staff of UNRWA, who were the unsung heroes of the Agency’s long history, he noted with regret that the Agency’s area staff were the only United Nations employees who did not receive compensation for the life-threatening risks they encountered in conflict areas and renewed the Agency’s appeal to the General Assembly to remedy that anomaly.

There is a loftier view of this question, and one deemed more in harmony with the progressive spirit of the age -- a view which hails the fruits of the inventive genius, in whatever clime matured, as the common property of the world, and gives them cordial welcome as the common blessings of the race to whose amelioration they are devoted.

It addresses issues including the enhancement of police integrity and the integrity of policing; dealing with complaints about policing (receipt, investigation and follow-up); setting policing priorities and encouraging policy input, including from outside the police; and inviting external review, including from independent actors.

After consideration of the report of the Secretary-General on the situation concerning Western Sahara (S/2010/175), on 30 April 2010, the Security Council unanimously adopted resolution 1920 (2010), by which it called upon the parties, inter alia, to continue to show political will and work in an atmosphere propitious for dialogue in order to enter into a more intensive and substantive phase of negotiations and to continue negotiations under the auspices of the SecretaryGeneral without preconditions and in good faith, with a view to achieving a just, lasting and mutually acceptable political solution, which would provide for the selfdetermination of the people of Western Sahara in the context of arrangements consistent with the principles and purposes of the Charter of the United Nations, and noted the role and responsibilities of the parties in that respect.

True, there are also very complex proceedings at the national level (for example, mafia and other organized-crime cases); however, this level of complexity is the rule in international criminal proceedings.
