The proposed budget of the Logistics Base for the period from 1 July 2010 to 30 June 2011 (A/64/698) was $72,017,800, which was 24.3 per cent higher than the resources approved for 2009/10, reflecting an increase in staffing, mainly to strengthen the Standing Police Capacity, establish a Justice and Corrections Standing Capacity and relocate the Field Central Review Board secretariat; additional requirements for construction services to create equipment room and office space for Communications and Information Technology Services and the data centre and network communications centre and to upgrade the electrical system at the Logistics Base; and additional requirements to acquire communications and information technology equipment for the secondary telecommunications facility at Valencia.

Cuba has repeatedly denounced and documented in detail, before the Security Council Committee established pursuant to resolution 1373 (2001), the impunity with which terrorist groups based in the United States have planned, incited, financed and carried out terrorist acts against Cuba, with the complicity and support of that country’s Government, in violation of its obligations under the abovementioned resolution, other Security Council and General Assembly resolutions and a number of international counter-terrorism instruments to which it is a party.

In some countries, drivers are required to apply for visas in person at embassies or consulates in major cities and wait a week or more to either obtain a visa or to learn that their application has been rejected.

In his report, Jack Lang, Special Adviser to the Secretary-General on Legal Issues Related to Piracy off the Coast of Somalia, proposed the establishment of an extraterritorial Somali anti-piracy court in a third State in the region to act as a focal point for regional and international support to help strengthen the rule of law in Somalia, as a swift and inexpensive measure if located within the premises of the International Criminal Tribunal for Rwanda in Arusha, United Republic of Tanzania (see S/2011/30, annex).

Highlights included participation in the United Nations’ annual meeting of national mine action directors, in the United Nations’ Disarmament Fellowship Training Programme, in international training courses for senior mine action managers which were organised by Jordan and by James Madison University’s Mine Action Information Centre, in regional or special seminars organised by the GICHD, NATO and the Croatian-based Centre for Security Cooperation, and in seminars for new diplomats which were organized by the GICHD and the Geneva Forum.

The initiative would probably require a small secretariat to be most effective, but ideally it would be housed within one of the partner organisations.

In particular, in the LAC region, with a high number of MICs (some of which are emerging donor countries and/or OECD members), UNESCO and United Nations agencies are being challenged to reposition themselves by defining what will be the actual added value that they provide to Member States in a more sophisticated development context in the years to come.

Those organisations may not be located in the UK or authorised by the Financial Services Authority (FSA) pursuant to section 19 of the Financial Services and Markets Act 2000 (Act).

In paragraph 2 (b) of Article 4, the Convention requires each party to take the appropriate measures to “ensure the availability of adequate disposal facilities for the environmentally sound management of hazardous or other wastes, that shall be located, to the extent possible, within it, whatever the place of their disposal”, while in paragraph 2 (c) it requires each party to, “ensure that persons involved in the management of hazardous wastes or other wastes within it take such steps as are necessary to prevent pollution due to hazardous wastes and other wastes arising from such management and, if such pollution occurs, to minimize the consequences thereof for human health and the environment”.

At the European Coatings Show (ECS) in Nuremberg from March 19 to 21, 2013, the Munich-based WACKER Group is showcasing its latest polymer binders for concrete modification and environmentally sound construction applications.

2.1 The United Nations Office at Nairobi serves as the representative office of the Secretary-General in Nairobi and performs representation and liaison functions with permanent missions, the host-country and other Governments, and intergovernmental and non-governmental organizations in Nairobi, as well as other organizations of the United Nations system in Kenya; facilitates cooperation between the United Nations and regional organizations; provides administrative and other support services to the United Nations Environment Programme (UNEP) and the United Nations Human Settlements Programme (UN-Habitat); provides joint and common services to other organizations of the United Nations system in Kenya, as applicable; and manages and implements the programmes of administration, conference services and public information and provides security and safety services for United Nations staff and facilities in the United Nations Office at Nairobi.

The proposals contained in the report on a strengthened and unified security management system for the United Nations (A/64/532) gave rise to estimated resource requirements of $43,633,000 under the regular budget for the biennium 2010-2011, $4,170,200 under the jointly financed security budget for the four Vienna-based international organizations and $1,878,700 under the budget for the International Criminal Tribunal for Rwanda.

Under operational costs, the reduction of $405,400 in resource requirements is attributable to: (a) the cancellation of engineering projects under facilities and infrastructure, such as the construction of a new entrance at the Mission’s headquarters compound in Pristina; (b) restrictions in official travel, in particular for training and participation in conferences, purchasing tickets at least two weeks in advance and requesting United Nations agencies to participate in facilitation meetings on behalf of UNMIK in countries where United Nations agencies are present; (c) postponement of the planned outsourcing contract for heavy vehicles repair and maintenance under ground transportation; (d) lower actual expenditure related to training consultants and lower cost of travel for the consultants on the Human Rights Advisory Panel; and (e) reduced requirements for medical supplies (see A/66/777, para. 9).

During their visit, the Working Group found that the challenges faced by people of African descent in Portugal related mainly to their lack of recognition as a specific group in the national policy and legal framework; the lack of recognition of their positive contribution throughout history to the construction and development of the country; the lack of qualitative and quantitative disaggregated data by racial or ethnic origin; the existence of a circle of poverty, unequal access to education, public services, employment, as well as discrimination in the administration and functioning of the justice system; existence of racial profiling and police violence; underrepresentation in political and institutional decision-making processes, as well as the lack of special measures or affirmative action policies in Portugal for people of African descent or other minorities.

In this connection, the Advisory Committee was provided with a table (see table VIII.8) showing the lease expiry, estimated annual rental costs and square footage of all United Nations leased properties, distinguishing between longterm leases concluded by the Facilities Management Service, capital master plan swing spaces, Facilities Management Service leases in the capital master plan swing spaces and properties leased by Facilities Management Service for the Umoja project.
