The role of higher education professionals in defining mechanisms for quality assuring institutions was enhanced at the national, regional and international levels through increased opportunities for exchange, in particular, workshops and forums (e.g. UNESCO Forum on Higher Education, Research and Knowledge; Latin American subregional workshop); and networks (UNESCO Chairs and Networks).

An amount of $68,800 is proposed for travel in connection with the following seminars/conferences/workshops: partnership work with the UNEP post-conflict branch to be extended to field operations; annual conference to address existing issues of contract management, performance and resolution agreement with contractors on overcoming shortfalls with respect to rations; eleventh annual plenary meeting of the United Nations Geographic Information Working Group, which focuses on GIS data sharing and technology exchange as well as development of the United Nations spatial data infrastructure; annual NATO Partnership for Peace geospatial conference for the exchange of GIS data and applications; and coordination meetings with NATO, the European Union Satellite Centre and the European Commission Joint Research Centre.

(b) Development of a World Heritage Education programme, the target group of which are 12-16 years old students, within the framework of the UNESCO Special Project “Young People’s Participation in World Heritage Preservation and Promotion”, through workshops diffusing already available materials: the practical manual Introducing Young People to Heritage Site Management and Protection (adapting an activity initiated in 2002 in Petra by UNESCO and ICCROM to the case of Jerusalem) and the World Heritage in Young Hands Kit in Jerusalem secondary schools.

Building on the introduction of ICTs within national education policies, as well as outcomes of ongoing ICT-based applications in education and literacy developed during Phase I of the project, the first subregional workshop on ICTs and literacy, organized with the UNESCO New Delhi Office, was held with government officials from India and Bangladesh, NGOs, and software engineering firms to define a plan of action.

During their visit, the Working Group found that the challenges faced by people of African descent in Portugal related mainly to their lack of recognition as a specific group in the national policy and legal framework; the lack of recognition of their positive contribution throughout history to the construction and development of the country; the lack of qualitative and quantitative disaggregated data by racial or ethnic origin; the existence of a circle of poverty, unequal access to education, public services, employment, as well as discrimination in the administration and functioning of the justice system; existence of racial profiling and police violence; underrepresentation in political and institutional decision-making processes, as well as the lack of special measures or affirmative action policies in Portugal for people of African descent or other minorities.
