From our unenviable position of largely being on the outside looking in, CARICOM recognizes that recent measures and adjustments by the Council have resulted in some improvements.

The potential shortage of fresh water, for instance, was mentioned as one of the major concerns which students in schools should be made aware of.

The Committee has previously noted that some of those posts are subject to a quick turnover and has stressed the importance of making efforts to obtain the sustained commitment of those entities to provide assignments of seconded personnel of longer duration, in order to ensure stability of functions (A/64/7, para. The Engineering Council in the United Kingdom reported that recent research indicated that 62% of education professionals, 35% of the public and 30% of 11 to 16 year-olds have seen, heard of or visited something in the past year that presented engineering in a positive or inspiring way, 85% of the public would recommend engineering as a career (66% in 2008), 62% of parents would recommend engineering as a career to their children (56% in 2008), 57% of the public view engineering as a desirable career (49% in 2008), 45% of 16 to 24 year-olds think of engineering as 185 EX/12 Add.

Section II, title X, article 328 of the Family Code states: “When the health, safety, morality or education of a minor are jeopardized or insufficiently protected owing to the immoral behaviour or disability of the father and mother or of the person accorded the right of guardianship, or when, owing to misconduct or unruly behaviour, a minor gives these individuals cause for very serious dissatisfaction or renders them incapable of exercising guidance, the juvenile judge may on his own initiative, at the behest of the public prosecutor or at the behest of the father, mother or guardian, rule that the minor shall, for a period not to extend beyond the date of his coming of age, be visited regularly by a social worker or placed on probation.

The Meeting also called on all States Parties to recommit, even in difficult financial times, to realising a world without anti-personnel mines, where the rights of all are respected and where all women, girls, boys and men can live in dignity and prosperity.

The view was also expressed that in some instances, such as in subprogramme 5, expected accomplishment (c) and indicators of achievement (c) (i) through (c) (iii) were not realistic and measurable from the ECA point of view, since the logical framework of the subprogramme should provide a sense of what ECA is expected to achieve and how it would be able to measure its contribution, as some of the increased activity in all three indicators may be the result of the activities of other institutions (for example, the Commonwealth or the Tokyo International Conference on African Development).

Most significantly, ZANU-PF retains full control of the security apparatus, raising legitimate fears elections could lead to a repeat of the 2008 violence and refusal to accept the democratic will of the people.

This is because: (a) registration in that State’s general security rights registry is a necessary prerequisite to third-party effectiveness under secured transactions law (unless law relating to intellectual property allows registration of a security right in the relevant intellectual property registry to achieve third-party effectiveness); and (b) registration in the intellectual property registry will be necessary to protect the secured creditor against the risk of finding its security right affected by the rights of a competing transferee or secured creditor registered in the intellectual property registry pursuant to the priority rules of law relating to intellectual property.

In view of this worrying situation, the authorities are trying to reverse those trends, with a resolute commitment to poverty reduction in order to allow greater enjoyment of human rights, particularly the right to live in dignity.

This difference not only creates a feeling of unequal treatment and job insecurity, which adversely affects staff morale; it has also contributed to an increased departure rate of staff members often only a few months before the end of a trial.

To the extent that the high prevalence of traditional methods is the result of constraints in accessing modern methods, it indicates that efforts to improve the accessibility and affordability of modern methods are still necessary to ensure universal reproductive health.
