UNESCO participated in the preparation of the UNDAF, under which the Office and UNICEF are co-Chairpersons of the Education Commission.

It gave the opportunity to strengthen cooperation between the Government and the international community and to make mid-long term action plan for the implementation of the Convention in Afghanistan.

Hence, planning for 2012 is based in large part on the recent experience in the application of this model.

We commend the Secretary-General for his efforts to develop a set of indicators, as outlined in his recent report (S/2010/173), pursuant to resolution 1889 (2009).

But the methodology of listing individuals and entities on the sanctions lists should be amended to conform to court decisions and follow legal due process.

The Office of the Prosecutor also hopes to see strategies for ensuring that the proposed closure of the State Court’s Registrar’s Office at the end of 2012 does not negatively affect essential court services, such as witness support and translation.

Cooperation between the three signatories to the agreement was planned to promote work of trilateral employment councils, pay increased attention to the development of social programmes in the case of redundancies and develop principles for the functioning and funding of an in-service training and retraining system.

Program services include: technical consultancy; business needs assessment; project scoping and planning; business process analysis; ongoing development and deployment of customized business system solutions for the administration of IP rights and for the exchange of priority documents and of search and examination results; establishment of IP databases; digitization of IP records and preparation of data for online publication and electronic data exchange with WIPO global IP systems (including PCT and Madrid); e-communication with WIPO databases such as PATENTSCOPE; provision of WIPO IP statistics; upgrading of technical infrastructure; training and knowledge transfer; and, business system support.

We welcome the draft United Nations rules for the treatment of women prisoners and non-custodial measures for women offenders.j Taking note of the outcome and the recommendations of the meeting of the expert group to develop supplementary rules specific to the treatment of women in detention and in custodial and non-custodial settings, we recommend that the Commission on Crime Prevention and Criminal Justice consider them as a matter of priority for appropriate action.

Another Member said that his delegation could not support the project given that the initiation of production of MDIs in Colombia had occurred in the same year as the development of the country’s NPP, which had not included MDI production.

As pointed out in the chapter of the draft Supplement on the creation of a security right in intellectual property (see A/CN.9/700/Add.2, para. 9), the secured creditor generally cannot acquire security in more rights than the rights with which the grantor is vested at the time of the conclusion of the security agreement or when the grantor acquires rights in the encumbered asset or the power to encumber it (see recommendation 13).

The Conference may also wish to consider future possibilities for the Working Group in advising and assisting the Conference in the implementation of its mandates on the prevention of corruption, particularly in preparation for the review of the implementation of chapter II of the Convention in the next review cycle, scheduled to commence in 2015.

The Working Group stressed that, at the workshop to be held in 2013, it would be beneficial to have the broadest possible contribution from member States and international intergovernmental organizations with experience in space NPS applications.
