Recommendations In 2009, the United Nations Office on Drugs and Crime (UNODC) supported Member States in their efforts to achieve a world safer from crime, drugs and terrorism through research to expand the evidence base for policy and operational decisions; normative work to assist States in the ratification and implementation of international treaties, the development of domestic legislation on drugs, crime and terrorism and the provision of substantive and secretariat services for treaty bodies and governing bodies; and field-based technical cooperation and the development and implementation of regional and thematic programmes.

As regards activities under the “ethics of science and technology, in particular bioethics”, the suggestion was made to place more emphasis on information and sensitization of the public-at-large and decision-makers, on the development of further normative instruments, on the promotion of ethics education, on the ethics of the use of science and technology, capacity-building and on multidisciplinary action.

In follow-up to the recommendations of the Working Group, which were approved by the Security Council, and subject to and consistent with applicable international law and relevant Security Council resolutions, including resolutions 1612 (2005) and 1882 (2009), I am entrusted in my capacity as the Chairman of the Working Group, to commend the establishment of the country-level task force on monitoring and reporting at the highest level, and requesting you to strengthen monitoring and reporting of the situation of children in Somalia and, through the established country-level task force, to support the Transitional Federal Government in the preparation of a time-bound action plan to end the recruitment and use of child soldiers and to conduct a dialogue with all other stakeholders, in accordance with Security Council resolutions 1539 (2004), 1612 (2005) and 1882 (2009).

In that connection, we emphasize the need to develop methods for monitoring acts committed against civilians during armed conflicts and the need for measures to be taken to persuade all countries and parties to conflicts throughout the world to fulfil their commitment not to target civilians and to protect their lives, property and legitimate interests without applying double standards, bearing in mind the need to fully respect the sovereignty of States and the principle of non-interference in their internal affairs.

In the context of revitalizing the role of the Conference on Disarmament, we must recognize that many of the central objectives in the field of disarmament can be achieved at the international level only through negotiations within the Conference, such as negotiations on a nuclear-weapons convention aimed at a total ban on nuclear weapons, with the year 2025 as the appropriate time frame for the realization of a nuclear-weapon-free world through such negotiations, and negotiations on crafting a legally binding international instrument that provides non-nuclearweapon States with unconditional assurances against the use or threat of use of nuclear weapons, pending the realization of nuclear disarmament.

Establishing of additional requirements for buildings and construction work, laying down detailed procedures for issuing of building and usage permits, and arranging effective supervision of construction helps to improve the quality of construction work and ensures the safety of buildings and a safe environment.

Furthermore, we call on our development partners for a constructive engagement in the preparation of a successor action programme, which in addition to transit trade and trade facilitation problems, should also address issues of growing significance to the landlocked developing countries, such as South–South and triangular cooperation; enhanced transit transport connectivity through regional cooperation; the promotion of development-supportive FDI inflows; assistance for economic restructuring and respecialization, including the promotion of exportable services; export diversification; mitigating the effects of climate change; support to the WTO accession of the landlocked developing countries and to the conduct of the multilateral trade negotiations, and measures to ensure more benefits for the landlocked developing countries from the Aid for Trade initiative, to name but a few.

It was agreed that the Committee would start with work on “fees for technical assistance”, with a view to achieving concrete results for the next annual session, but it would also have a longer-term plan of work with a view to a comprehensive review of services issues for the United Nations Model Convention (see E/2011/45, para. 97).
