In respect to remedial actions and sanctions, they can be applied either in cases of underperformance or deviations from the principles and values that govern staff conduct and behaviour, which are contained in the Charter of the United Nations, the standards of conduct for the international civil service (see ST/SGB/2002/13, annex, sect.
