Delegates recognized that disaster risk reduction and disaster risk management should be considered integral components of hunger and poverty alleviation efforts in the region.

The use of any Prohibited Substance or Prohibited Method to increase “low-normal” levels of any endogenous hormone is not considered an acceptable therapeutic intervention.

While expressing their satisfaction that the new programme management cycle now allows not only a top-down but also a bottom-up interaction which is expected to give a more important role to field offices and National Commissions in the design of the next programmes and budgets, participants unanimously stressed that cluster and regional consultations for the purpose of the preparation of the C/5 document or for any issue considered to be part and parcel of UNESCO’s core business shall not be funded from the Participation Programme but from other sources under the regular programme (see resolution adopted by the Consultation which is attached as Annex III).

She stressed the need to move beyond deliberations to forge a set of comprehensive action-oriented recommendations that would supplement existing activities and measures to ensure that the rights of the child were a living reality, one in which children were no longer viewed in the context of “to become” in the future, but of “being” in the present.

Chad emphasized that it was not appropriate to regard the remaining recommendations as rejected; indeed, some were simply redundant, as they referred to matters on which legislative measures had already been taken, while others related to matters presently being considered by appropriate national bodies and institutions.

(d) A notice served in any other manner contemplated by these Articles, shall be deemed to have been served at the time of the relevant despatch, transmission or publication; and in proving such service a certificate in writing signed by the secretary or other officer of the Company or other person appointed by the Board as to the fact and time of such service, delivery, despatch, transmission or publication shall be conclusive evidence thereof.

Among the recommendations were that UNRWA must: impress upon donors that its core budget was not an administrative black hole but the key to running its educational programmes and thus should be seen as an investment in the future of the Palestine refugees; exploit all funding opportunities; enlarge its donor base for the core budget, to which only a small number currently contributed — a point to which he had drawn attention in Cairo at a meeting of Arab League ministers whose countries gave welcome support to specific projects and emergency appeals but not to the core budget; expand its partnerships with non-State actors such as foundations and other institutions in the private sector; and continue to be cost-effective in conducting its programmes through better planning, implementation and oversight.

They invoke entirely new grounds against their expulsion to Afghanistan: first, that they sought asylum in Sweden, which is considered to be a serious crime in Afghanistan; second, that the first complainant is registered with the Afghan secret police because of having worked as an interpreter for asylum-seekers in Sweden; third, that some of their father’s old enemies are officials in the present Government and they will be killed because their name is known.

Accordingly, it is only exceptionally that an asylum-seeker can be considered to have a valid excuse for not having invoked all relevant circumstances prior to such decision.

Security Council resolutions 1718 (2006) and 1874 (2009) which the hostile forces regard as the “ground” for taking issue with the Democratic People’s Republic of Korea’s satellite launch are a product of their high-handed policy for antagonizing and oppressing the Democratic People’s Republic of Korea and the height of illegality; they are faked up at random, disregarding even universally accepted international law.

Sustainable agriculture was considered an efficient tool to lift smallholder farmers from poverty, boost domestic income, and contribute to countries’ efforts towards achieving the Millennium Development Goals.

In addition, the following persons are also considered equal to insured persons: young persons until the age of 21 who are acquiring basic education in an Estonian educational institution founded and operating on the basis of law or in a similar institution abroad; pupils until the age of 24 who are acquiring general secondary education; persons without basic education who are above the age of an obligation to attend school and who acquire vocational education; pupils acquiring vocational education on the basis of basic education or secondary education; and university students permanently residing in Estonia.

In certain matters, the Senate has the same powers as the House (perfect bicameral system), namely: the declaration of the revision of the Constitution and the revision itself; the passage of certain laws regarded as affecting the basic structures and fundamental interests of the State; certain matters in the field of international relations (treaty-ratification instruments); the organization of the courts and tribunals and legislation relating to the Council of State; and laws approving cooperation agreements between the State, the communities and the regions.

China maintains that freedom of navigation only applies to “peaceful purposes”, and has “difficulty in seeing the missions conducted by U.S. military ships and planes so close to China as peaceful”.

This solution may be regarded as an attempt to reach a compromise between two opposite positions with regard to necessity: the view of those who favour placing international organizations on the same level as States and the opinion of those who would totally rule out the invocability of necessity by international organizations.

If any of these Terms and Conditions should be determined to be illegal, invalid or otherwise unenforceable by reason of the laws of any state or country in which these Terms and Conditions are intended to be effective, then to the extent and within the jurisdiction in which that Term or Condition is illegal, invalid or unenforceable, it shall be deemed modified as may be necessary to make it valid and enforceable, and if this is not possible, it shall be severed and deleted from the Terms and Conditions and the remaining Terms and Conditions shall survive, remain in full force and effect and continue to be binding and enforceable.

All the parties concerned should act on those recommendations and look upon them as their collective responsibility to alleviate the long years of suffering of the Palestinians and other Arabs living under occupation, so that sustainable peace would not be an illusion.

Last, but not least, the European Union will follow with great interest the 2009 local elections in Timor-Leste as another important milestone in the country’s democratic processes and as a significant indicator of the progress achieved so far in the area of institutional capacity-building and democratic governance, which are both so crucial to ensuring stability and good governance in the country.

As the numerous doctrinal subjects belonging to this section of theology will be treated ex professo under their several proper titles, it is proposed in this article merely to take such a view of the whole field as will serve to indicate the place of eschatology in the general framework of religion, explain its subject-matter and the outlines of its content in the various religions of mankind, and illustrate by comparison the superiority of Christian eschatological teaching.

The Delegation of Colombia, supported by other delegations, expressed the view that the provisions for methods of analysis and sampling should be considered as revisions rather than amendments as they were of a substantial nature and could create technical barriers to trade.

(d) Where a company in which a Director together with any of his Associates hold five per cent. or more of any class of the equity share capital of such company or of the voting rights available to members of such company is materially interested in a transaction, then that Director shall also be deemed materially interested in such transaction.
