At its sixty-sixth session, the General Assembly commended the Independent Expert on minority issues for the work that had been done and the important role in raising the level of awareness of and in giving added visibility to the rights of persons belonging to national or ethnic, religious and linguistic minorities and for the ongoing efforts to promote and protect their rights in order to ensure equitable development and peaceful and stable societies, including through close cooperation with Governments, the relevant United Nations bodies and mechanisms and non-governmental organizations; and invited the Independent Expert on minority issues to report annually to the General Assembly (resolution 66/166).

Additional areas to be considered in this context are HIV/AIDS preventive education, youth, cultural tourism and support for the development of diaspora networks; ICTs and culture; promotion of cultural rights of minorities; promotion of ethics and human rights; culture of peace and fight against discrimination; support to the flagship project “The Slave Route” in memory of the slave trade and slavery.

The Committee also encourages the State party to continue to assess the implementation of various measures and plans on the incidence of violence against women, and particularly among some ethnic groups.

According to article 156 of the Criminal Code, incitement to ethnic, racial or religious hatred, i.e. deliberate acts injurious to national honour and dignity perpetrated with a view to arousing hatred, intolerance or grievances with respect to any population group on grounds of national origin, race or ethnic affiliation, as well as the imposition of direct or indirect restrictions or the granting of direct or indirect privileges on grounds of national origin, race or ethnic affiliation, are criminal offences.

Centre for Harmony and Enhancement ofEthnic Minority Residents (CHEER) – After a warm welcome by Centre-in-charge of CHEER Ms. SHUM Kit Yee, Katherine, Project Leader of Multicultural Education at Schools (MES) Mr. SIN Chung Yin, Timothy, and a number of ethnic staff, all students were introduced the kinds of services and the skills related to theethnic minorities in Hong Kong, through interesting games and brief presentations.

The Committee urges the State party to take all necessary measures to address those recommendations from the concluding observations on its third periodic report under the Convention and on its initial reports under the two Optional Protocols to the Convention that have not been implemented or insufficiently implemented, particularly those related to coordination, data collection, dissemination of the Convention, discrimination against indigenous children and children belonging to other minorities, freedom of association, child abuse and sexual exploitation of children.

The State party should compile statistical data relevant to the monitoring of the implementation of the Convention at the national level, including data on complaints, investigations, prosecutions and convictions of persons guilty of torture and illtreatment, ill-treatment of migrant workers, death row prisoners, trafficking in humans and domestic and sexual violence, disaggregated by age, sex, ethnicity and type of crime, as well as on means for redress, including compensation and rehabilitation, provided to the victims.

Examples include the following: promoting and consolidating the social, economic, political and cultural rights of indigenous peoples by strengthening leadership, identity and capacities for advocacy and coordination among indigenous leaders; strengthening the capacities of local civil society structures in the indigenous communities in the Northern Autonomous Region so as to enable the indigenous peoples to administer, defend and preserve their territorial and environmental resources and thus improve the quality of life; increasing awareness among indigenous peoples with regard to citizen participation; and creating a network of indigenous and ethnic women against domestic and sexual violence, from a perspective of respect for multi-ethnic and multicultural identity.

In accordance with paragraphs 10 to 12 of its revised reporting guidelines (CERD/C/2007/1), the Committee recommends that the State party provide information on the composition of its population, disaggregated by national and ethnic origin, as well as statistical data on the socio-economic situation of the various groups, to enable the Committee to evaluate their situation in economic, social and cultural terms and the level of protection of their rights.
