Article 9 (b) of the Charter of Rights and Freedoms proclaims “The right to be presumed innocent, until proven guilty”; subparagraph (c): “The right to a defence, including the right to be assisted by counsel of one’s choice”; subparagraph (d): “The right to be judged by an impartial tribunal, in accordance with the law, within a reasonable time period, as far as possible specified in the legislation in force.

If the maul stops moving forward a second time and if the ball is being moved and the refereecan see it, a reasonable time is allowed for the ball to emerge.

Lay judges appointed for five years (the period applicable to the professional category to which they belong) sit in labour appeal courts (as judges and social advisers, or conseillers sociaux) and commercial courts (where they are called juges consulaires), alongside professional judges.

Will the Government consider rendering professional assistance to these owners, for example through the Pilot Scheme on Outreach Support Service for Elderly Owners to help to provide them with information on the assessed market value of their properties, and referring them to the Legal Aid Department (LAD) to receive legal aid for Lands Tribunal proceedings, just as LAD provides legal aid for Mental Health Review Tribunal cases and certain cases in the Coroner'sCourt?

In light of decisions made by the new United Nations Dispute Tribunal against the United Nations Secretariat and funds and programmes, it is anticipated that OIA investigation personnel will conduct more field missions in 2011.

Overall, the Bulgarian legislation was found in compliance with article 29 of the UNCAC on the statute of limitations, although not entirely comprehensive information was available regarding the statute of limitations regime applicable in civil and administrative law for legalpersons,as well as the suspension of the statute of limitation period in cases where the alleged offender has evaded the administration of justice.

Regarding the various improvement proposals, except for "abolishing the OAT and having the articles classified by a magistrate",the higher the education level, the higher the support rate obtained for the other five proposals.
