On behalf of the European Union, I should like to pay sincere and heartfelt tribute to all United Nations staff who have worked tirelessly since the tragedy in Haiti.

I congratulate each member of management and staff for their outstanding performance and their dedication to quality.

Some delegations referred to positive examples at the present Commission session where small groups had been formed and compromise was reached.

It is therefore only appropriate to begin this statement by paying sincere and heartfelt tribute to the more than 8,000 boys and men killed in what has been declared the worst atrocity committed in Europe since the Second World War.

I take this opportunity to convey, on behalf of the Government and people of Sierra Leone, our sincerest sympathy and heartfelt condolences to the Government and the people of Pakistan and to the bereaved families on the tragic loss of life and devastation at this moment of such terrible despair.

(Montenegro): At the outset, I would like to express, on behalf of the Government and the people of Montenegro, our sincerest and most heartfelt sympathy and solidarity with the people of Pakistan on the tragic losses, enormous damage and tremendous suffering they have experienced following this unprecedented natural disaster.

CSTO welcomed the growing input of the International Security Assistance Force (ISAF) in the fight against the Afghan drug infrastructure and called for increased cooperation between ISAF and the Government of Afghanistan, noting that, in order to combat that scourge, Afghanistan needed increased and better coordinated international assistance and the complete commitment of its authorities.

Norway acknowledged that the success of the universal periodic review would require sustained efforts and political will, and looked forward to an open and inclusive dialogue on all the issues and recommendations that could not be currently supported.

The delegation reaffirmed the State’s compliance with international instruments and the promotion of sincere dialogue and cooperation through international mechanisms such as the universal periodic review.

The terms of reference for the Section include the planning and delivery of training programmes to procurement staff at Headquarters and other offices on ethics and integrity, internal controls and related procedural matters and the coordination of external procurement training for staff involved in procurement activities at Headquarters and other offices.

Accountability includes achieving objectives and high-quality results in a timely and cost-effective manner, in fully implementing and delivering on all mandates to the Secretariat approved by the United Nations intergovernmental bodies and other subsidiary organs established by them in compliance with all resolutions, regulations, rules and ethical standards; truthful, objective, accurate and timely reporting on performance results; responsible stewardship of funds and resources; all aspects of performance, including a clearly defined system of rewards and sanctions; and with due recognition to the important role of the oversight bodies and in full compliance with accepted recommendations.

The Pacific small island developing States welcome the report of the Secretary-General contained in document A/64/350, entitled “Climate change and its possible security implications”, and we would like to sincerely thank the Department of Economic and Social Affairs (DESA) and the Division for Sustainable Development for their lead role in preparing such a comprehensive and substantive report in such a short period of time.

The most important goal of the 6+3 contact group would be to offer the parties a programme for ending military operations in Afghanistan, finding compromise solutions on the key problems and contradictions that split the country, and providing security and the necessary guarantees, taking into account the interests of all parties.
