The Republic of Azerbaijan has repeatedly stated that, despite ongoing political efforts towards the earliest resolution of the conflict on the basis of the generally accepted norms and principles of international law, the policy and practice of the Republic of Armenia, the occupying Power, implemented inter alia through various illegal activities in the occupied territories of Azerbaijan, clearly testify to its intention to secure the annexation of these territories (see, for example, the most recent document circulated by Azerbaijan: A/64/760-S/2010/211).

Other achievements under the Convention have included the adoption of Act No. 29478, which deals with the provision of facilities to enable persons with disabilities to vote; Act No. 29524 on Deafblind Persons, which recognizes deafblindness as a single disability; Administrative Decision No. 0269-2009 of the National Identity and Civil Status Registry (RENIEC), which establishes that national identity documents are to be issued free of charge to persons with disabilities and provides for expedited procedures for persons, especially children, who do not have a birth certificate; and legislation on health-care provisions for members of the armed forces and police.

The security situation is increasingly grave and urgent in light of the escalation that Syria has witnessed in the past few days — the ongoing acts of violence, the shelling and firing and counter-shelling and counter-firing that have felled many innocent civilians in the Syrian Government’s clear resort to an escalation of the so-called security option, in complete contradiction of the commitments it took on in the Arab plan of action as well as in the protocol signed by the Syrian Arab Republic and the League of Arab States on 19 December 2011, on the mandate of the League’s observer mission in Syria.

What most low- and middle-income cities lack is organization, specifically, a clear and functioning institutional framework, a sustainable financial system and a clear process for promoting the modernization agenda and improving the system’s performance.

Other prizes are awarded in Spain to give public recognition to work done in various spheres of activity by individuals and public and private bodies and institutions.

The underperformance of these economies could also be attributed to the failure of the prevailing international economic system to resolve outstanding commodity-related problems, in particular ensuring that trade takes place on a much more level playing field.
