Our AMO will monitor the redevelopment project and a sound set of guidelines is available on how to deal with antiquities and monuments unearthed in Nga Tsin Wai village.

In my constituency there is an ancient village with a history of 600 years and it is called the Nga Tsin Wai Village.

The village has a long history and the fact that it is not conserved as a whole even to this day is because many of the walls have been demolished or repaired.

(a) The NTW Village project is one of the 25 urban renewal projects announced by the former Land Development Corporation.

For the business year ending 31 March 2008, in addition to implementing on-going projects, the URA has commenced six redevelopment projects, including the Nga Tsin Wai Village project in Wong Tai Sin which has preservation elements; assisted in the rehabilitation of about 200 buildings covering 16 000 units; and carried out revitalisation initiatives in various old districts.

It is because they were ya nei and we are now encouraging this sort of people and acts.

The Government is unwilling to declare the walled city a monument, for the simple reason that there has yet to be a policy on the conservation of monuments and that the realistic circumstances would not permit its conservation.

At the end of last year, the Wong Tai Sin District Council, having considered the aspirations of the villagers of the NTW Village, supported a comprehensive redevelopment of the NTW Village with the preservation of the gate house, the embedded stone plaque and the Tin Hau Temple within the NTW Village.

According to the figures of the Government, as at September this year, there are 1 500 officers at the directorate grade under the civil service establishment in various Policy Bureaux and departments, and 100 directorate civil servants retired in average in each of the past three years.

Madam President, to improve the business environment, one important element is the transformation of the mind-set and role of the Government from red tape and bureaucratism to a display of greater concern, care and support for economic development of the community.

16.6 Miss CHAN Yuen-han opined that the Administration should adopt a more lively approach in promoting national education, for example, through preservation of historical heritages, such as the Ngan Tsin Wai Village, which bore a testimony to the history of Hong Kong.
