In its resolution E/2009/17 on the review of United Nations support for small island developing States, the Economic and Social Council invited the Committee for Development Policy to consider the findings contained in the report of the Secretary-General on the follow-up to and implementation of the Mauritius Strategy for the Further Implementation of the Programme of Action for the Sustainable Development of Small Island Developing States (A/64/278), and to submit its independent views and perspectives on United Nations support for small island developing States to the Council.

By its resolution 65/310, the General Assembly welcomed the report of the Special Committee on Peacekeeping Operations (A/65/19), decided that the Special Committee, in accordance with its mandate, should continue its efforts for a comprehensive review of the whole question of peacekeeping operations in all their aspects, review the implementationof its previous proposals and consider any new proposals so as to enhance the capacity of the United Nations to fulfil its responsibilities in this field, and requested the Committee to submit a report on its work to the General Assembly at its sixty-sixth session.

The Executive Committee may wish to take note of the verification and progress reports on the implementation of the national CFC phase-out plan (NPP) for Argentina, and approve the annual implementation programme for 2008-2009 with a proviso requesting the Government of Argentina and UNIDO to ensure that future verification will include the country’s monitoring of its activities under the Agreement through the monitoring institutions defined in Appendix 5-A of the Agreement.

(c) That the Country had submitted annual implementation reportsin the form of Appendix 4-A (“Format of Implementation Reports and Plans”) covering each previous calendar year; that it had achieved a significant level of implementation of activities initiated with previously approved tranches; and that the rate of disbursement of funding available from the previously approved tranche was more than 20 per cent; and (d) That the Country has submitted an annual implementation plan in the form of Appendix 4-A covering each calendar year until and including the year for which the funding schedule foresees the submission of the next tranche or, in case of the final tranche, until completion of all activities foreseen.

In addition, measuring the programme implementation by expenditure rates of specific object-of-expenditure items may not be appropriate as expenditures at that level of detail are not always incurred in a linear manner during the biennium.

We underline the need to follow up on the discussions held and recommendations made at previous meetings on the implementation of the Programme of Action, including the Third Biennial Meeting of States (2008), the Fourth Biennial Meeting of States (2010) and the Open-ended Meeting of Governmental Experts (2011), and on related topics taken up by the General Assembly over the past decade, such as the negative humanitarian and development impact of the illicit manufacture, transfer and circulation of small arms and light weapons (see resolution 60/68) and promoting development through the reduction and prevention of armed violence (see resolution 63/23 and document A/64/228).

The document highlights issues and challenges in the area of social development and provides an overview of regional preparations for: (a) the special session of the General Assembly to assess the status of implementation of the Programme of Action of the International Conference on Population and Development; and (b) the High-level Intergovernmental Meeting on the Final Review of the Implementation of the Asian and Pacific Decade of Disabled Persons, 2003-2012.

Civicus - World Alliance For Citizen Participation welcomed new laws adopted on nongovernmental and non-profit organizations asking the Government to report publicly, accurately and comprehensively how these laws had been implemented and what had been done in relation to various recommendations to improve the protection of civil society space, namely to ensure freedom of expression, assembly, association and the right to participate in public and political life, to adopt a National Plans of Action to improve the human rights situation and to implement some of the recommendations of the Treaty Bodies on freedom of peaceful assembly, to investigate all reports of assaults on human rights defenders and bring to justice those responsible.

Hungary underlined that Norway’s cooperation with the universal periodic review, and its transparency and openness during the preparation and the review process, could serve as a model to other countries, and highly appreciated its voluntary commitment toprovide information annually on theimplementation ofthe recommendations it accepted.

In accordance with the provisions of the International Covenant on economic, social and cultural rights and following the recommendations on the form and contents of the periodic reports of the States Parties, and taking into account the provisions of the Decision of the Parliament of the Republic of Moldova on the approval of the National Human Rights Action Plan for years 2004–2008, No. 415-XV from 24 October 2004, and the Governmental Decision on the National Committee responsible for the approval of the initial and periodic Reports No. 225 from 01 March 2006, herewith is the second periodic Report on the implementation ofthe International UN Covenant on Economic, Social and Cultural Rights in the Republic of Moldova for years 2001–2007.

The implementationof adaptation needs to be monitored, evaluated regularly and revised in terms of both the validity of the underlying scientific assumptions and the appropriateness of projects, policies and programmes, including their effectiveness, efficiency and overall utility.
