The activities undertaken within this function will include: (a) producing country, regional and global-level technical and programme guidance covering the substantive areas in which UN-Women works, from ending violence against women to increasing women’s contributions to peace and security; (b) devising and coordinating multi-stakeholder, holistic country programmes that involve inter-agency participation and national partners in line with national and regional policies and priorities and that are consistent with UN-Women’s Strategic Plan; (c) ongoing, on-demand technical support to national partners and UNCTs in UN-Women’s core areas of work (e.g., support to NWMs; support to women’s organizations and networks; support to the Resident Coordinator and gender thematic groups; and support to reporting on and implementing CEDAW); and (d) the management and monitoring of global programmes and trust funds.

During the 2010/11 period, the Mission worked with the Government of Haiti, State institutions, NGOs and the United Nations country team to: (a) promote the capacity of civil society groups to advocate social and economic rights through participation in the reconstruction process; (b) assist the Government to report, prevent and respond to human rights violations, with particular regard to the rights of children and women; (c) ensure that humanitarian assistance to vulnerable persons affected by the earthquake incorporated the principles and standards on protection and was provided in close coordination with local authorities; and (d) provide temporary logistical and technical expert support to the national police to assist children and women victims of abuse and violence, including sexual and genderbased violence mainly in camps of displaced persons.

For the purposes of more comprehensive protection, each State is encouraged to take all appropriate measures, in accordance with international law, to cooperate with other States concerned with a view to establishing jurisdiction over, and providing effective criminal sanctions against, those persons who have committed or have ordered to be committed acts referred to above (VII – Individual [...] [...]

The State party should further develop and strengthen ongoing educational programmes to ensure that all officials, including judges and prosecutors, public inspectors of places of detention, law enforcement personnel, security officers, members of the Village Guards and prison and immigration officials, are fully aware of the provisions of the Convention, the absolute prohibition of torture and that they will be held liable for any actions in contravention of the Convention.

Among the recommendations were that UNRWA must: impress upon donors that its core budget was not an administrative black hole but the key to running its educational programmes and thus should be seen as an investment in the future of the Palestine refugees; exploit all funding opportunities; enlarge its donor base for the core budget, to which only a small number currently contributed — a point to which he had drawn attention in Cairo at a meeting of Arab League ministers whose countries gave welcome support to specific projects and emergency appeals but not to the core budget; expand its partnerships with non-State actors such as foundations and other institutions in the private sector; and continue to be cost-effective in conducting its programmes through better planning, implementation and oversight.

The updated Model Strategies and Practical Measures recognize that some special groups of women are particularly vulnerable to violence, either because of their nationality, ethnicity, religion or language, or because they belong to an indigenous group, are migrants, are stateless, are refugees, live in underdeveloped, rural or remote communities, are homeless, are in institutions or in detention, have disabilities, are elderly, are widowed or live in conflict, post-conflict or disaster situations, and as such they require special attention, intervention and protection in the development of crime prevention and criminal justice responses to violence against women.

When the unlawful administrative act is issued by the highest in casu competent administrative body, or whenever it directly harms or violates fundamental rights of the individual, judicial review is immediately available.

(c) Providing legal aid, advice and court support services in all legal proceedings to female victims of violence in order to ensure access to justice and avoid secondary victimization and other such services, which may include the translation of legal documents where requested or required.

Specific areas of research and dissemination of findings related to crime prevention include: planning for a national programme of technical assistance; the most effective use of closed-circuit television; evaluations of court diversion programmes; the prevention of cybercrime and identity crime; the risks of crime displacement and criminogenic effects of crime prevention initiatives; the prevention of financial crime; fraud and money-laundering; the prevention of terrorist activities and the financing of terrorism; law enforcement responses to drugs; the reduction of alcohol-related violence; intimate partner violence and homicide; human trafficking; and conferences on serious and organized crime and on bushfire arson prevention.

Those efforts included decriminalization of drug use and acknowledgement of the right to treatment and rehabilitation under the 2009 Narcotics Law in Indonesia, legal recognition of transgender persons as the third gender in Nepal, recognition of the civil rights of transgender persons in Pakistan and endorsement of legislation on HIV/AIDS control and prevention, which committed government to providing the necessary resources for the HIV response and tackling stigma and discrimination.

At its sixty-second session, the General Assembly requested the Secretary-General to update the compilation of decisions of international courts, tribunals and other bodies referring to the articles, and to invite Governments to submit information on their practice in that regard; also requested the Secretary-General to submit that material well in advance of its sixty-fifth session; and decided to further examine, within the framework of a working group of the Sixth Committee, the question of a convention on responsibility of States for internationally wrongful acts or other appropriate action on the basis of the articles (resolution 62/61).

Accordingly, if the current collective effort to secure a durable ceasefire and respect for the other relevant provisions of resolution 1860 (2009) fails, we will have no choice but to return to the Security Council to seek the adoption of a draft resolution under Chapter VII setting out the appropriate measures to force Israel to stop the grave breaches of international law and human rights violations that it is perpetrating against the Palestinian people under its occupation.

Since the Third United Nations Conference on the Least Developed Countries, the international economic and development landscape has been evolving, with an expansion of the number of partners and actors and more complex aid, economic and financial architecture.

These included: arbitrary detention; torture or cruel, inhuman or degrading treatment or punishment; summary and extrajudicial executions; sexual violence, including rape, sexual abuse and sexual exploitation; and other forms of violence grounded in discrimination against women.

Several other delegations supported new work on a definition of advertising in order to protect consumers from misleading practices, taking into account that advertising might have more impact on consumer choice than labelling, and pointed out that since advertising was not only a national issue, it should be addressed at the international level.

Creating more women- and mother-friendly workplaces, obtaining more sex-disaggregated data and strengthening capacity for gender mainstreaming and reducing violence against women remained important challenges.

Other measures for enhancing the professionalism and competence of logistics service providers include the establishment of minimum standards and codes of conduct at the national level, the sharing of knowledge and experiences at the regional level, and the establishment of sustainable training and capacity-building programmes at the national, subregional and regional levels.

When conducting peacetime activities, States should take all appropriate measures to conduct them in such a manner as to protect cultural heritage and, in particular, in conformity with the principles and objectives of the 1972 Convention for the Protection of the World Cultural and Natural Heritage, of the 1956 Recommendation on International Principles Applicable to Archaeological Excavations, the 1968 Recommendation concerning the Preservation of Cultural Property Endangered by Public or Private Works, the 1972 Recommendation concerning the Protection, at National Level, of the Cultural and Natural Heritage and the 1976 Recommendation concerning the Safeguarding and Contemporary Role of Historic Areas.

The Special Envoy also observed that maintaining a cooperative spirit in the work of this Convention is important to promoting universalisation, noting that States not parties closely observe the work of the Convention and that they want to be part of movement that features States and other actors collaborating with one another and working together to overcome the complexities of implementation.
