Particularly vulnerable are post-conflict [...]

They include recent efforts in the United Nations on conflict and natural resources; work by the Organization for Economic Cooperation and Development (OECD) and the World Bank on weak governance zones and fragile States; the Kimberley Process on conflict diamonds; or initiatives such as the Voluntary Principles on Security and Human Rights, the Guidance on Responsible Business in Conflict-Affected and High-Risk Areas of the Global Compact or the publication on business and international humanitarian law by the International Committee of the Red Cross.

It was also recommended that the Secretariat should thoroughly assess the coverage of the World Network of Biospheres, particularly with regard to those in vulnerable areas, and encourage the establishment, in cooperation with regional networks, of new Biosphere Reserves where gaps have been identified.

In addition, where governance is weak to begin with, shifting obligations onto corporations to protect and fulfil rights beyond a carefully circumscribed set of limits may undermine national capacity and domestic incentives to make Governments more responsible to their own populations, which surely is the most effective way to realize rights.

However, the Committee regrets that the existing coordination mechanisms are inadequate, under-resourced and have weak linkages with local authorities.

In addition, they should promote the emergence of new organizations that are representative of civil society in those regions of the world where such organizations, for historical, cultural or geographical reasons, are isolated or weak, and help to include them in the partnership.

The weaker position of women in the economic, legal, political and sociocultural spheres also renders them more vulnerable and less resilient to shocks.

Major difficulties arose from the lack of updated chain of command, collapse of communication system, lack of updated emergency contact details (staff, HQ and host country), weak IT capability in emergency situations, lack of accessible documentation on electrical and other infrastructure of premises and lack of allocated financial resources.

Challenges in implementing resolution 1325 (2000) persist, however, including structural and resource constraints within the Government, the armed services and police, and a weak justice system, under which laws are often not implemented at the local level.

However, in many instances coordination is weak or remains under the domain of a mine action authority or centre rather than being a part of broader coordination frameworks in accordance with the understandings adopted by the States Parties in Nairobi and reaffirmed in Cartagena.

The International Monetary Fund, in collaboration with an expanded and representative Financial Stability Forum and other bodies, should work to better identify vulnerabilities, anticipate potential stresses and act swiftly to play a key role in crisis response.
