The fourth Programme component is cross-cutting and aims to build capacities to monitor and evaluate all activities at the basic and traditional education and literacy levels.

Action focused not only on traditional and digital media, but also on the consolidation or restructuring of libraries and archives as well as online-based educational services in this environment.

Following the pillage of cultural heritage in Afghanistan resulting from conflict, notably the losses suffered by the National Museum in Kabul, the Secretariat received enquiries from art dealers, museum curators and potential purchasers regarding the provenance of certain cultural objects then on sale which might have originated in that country.

2.8 Based on a recommendation made by the Office of Internal Oversight Services in its evaluation of the integrated global management initiative of the Department (A/64/166), the Secretary-General proposes that the budget of the United Nations Library in Geneva be moved from subprogramme 5, Library services, under Conference management, Geneva, of section 2 to subprogramme 7, Library services, under Administration, Geneva, of section 29E, and that the budget of the United Nations Library — Vienna moved from subprogramme 5, Library services, under Conference management, Vienna, of section 2 to subprogramme 4, Support services, under Administration, Vienna, of section 29F, so that the budget structures of the library services in Geneva and Vienna are aligned with the established organizational reporting structures at the two Offices.

This Agreement represents the understanding of the Governments of the Cook Islands, Kiribati, Marshall Islands (the), the Federated States of Micronesia, Nauru, Niue, Palau, Samoa, Solomon Islands, Tonga, Tuvalu, Vanuatu (each of them will be referred as “the Country”) and the Executive Committee with respect to the reduction of controlled use of the ozone-depleting substances (ODS) set out in Appendix 1-A (“The Substances”) to a sustained aggregate level of 2.11 ODP tonnes prior to 1 January 2020 in compliance with Montreal Protocol schedules, with the understanding that this figure is to be revised one single time in 2011, when the baseline consumption for compliance would be established based on Article 7 data, with the funding to be adjusted accordingly, as per decision 60/44.

Also at that session, the General Assembly requested the Secretary-General to provide to the programme budget for the following and future bienniums the resources necessary to ensure the continued effectiveness and further development of the Programme of Assistance, in particular the organization of regional courses in international law on a regular basis and the viability of the United Nations Audiovisual Library of International Law; to periodically invite Member States, universities, philanthropic foundations and other interested national and international institutions and organizations, as well as individuals, to make voluntary contributions towards the financing of the Programme of Assistance or otherwise to assist in its implementation and possible expansion; and, following consultations with the Advisory Committee on the Programme of Assistance, to submit recommendations regarding the execution of the Programme in subsequent years (resolution 66/97).
