Hence, through the two proposed biennial sectoral priorities “Fostering an enabling environment for freedom of expression and access to information” and “Building capacities for universal access to information and knowledge through media and information services”, it is proposed, on the one hand, to focus on upstream policy advice and analysis while, on the other hand, to support institutional and human capacity-building and the development of media and information services.

Since this Convention includes the basic principles, rights and obligations for the promotion and protection of the cultural diversity, its adoption is beneficial and desirable for fostering a favourable environment which shall enhance the diversity of cultural expressions all over the world.

Thus, campaigns are being implemented not only to identify violations and impose the relevant sanctions, but also to acknowledge individual efforts and public-spirited actions to promote a more inclusive society.

Human rights education and training comprises all educational, training, information, awareness-raising and learning activities aimed at promoting universal respect for and observance of all human rights and fundamental freedoms and thus contributing to, inter alia, the prevention of human rights violations and abuses by providing persons with knowledge, skills and understanding and developing their attitudes and behaviours, to empower them to contribute to the building and promotion of a universal culture of human rights.

The Performance Appraisal Management System (PAMS) was introduced in 2009 to ensure accountability, transparency and fairness in performance appraisal and management, and the fostering of a culture of dialogue between staff and supervisors.

These are intended to build confidence and momentum for the FMCT negotiations and to consider key issues that will need to be resolved in these negotiations.

We are convinced that the Fourth United Nations Conference on the Least Developed Countries and the Istanbul Programme of Action provide positive momentum for the sustainable development of least developed countries by enhancing solidarity with the cause of least developed countries and increasing awareness of their specific conditions.

The Committee concluded that trade and open markets would continue to be an important engine of growth for the region.
