I have the honour to transmit herewith a copy of a communication from Mr. Evo Morales Ayma, President of the Plurinational State of Bolivia (see annex), in which he calls upon all peoples and social movements of the world that advocate for Mother Earth and invites scientists, academics, legal experts and governments to attend the Peoples’ World Conference on Climate Change and the Rights of Mother Earth, to be held from 20 to 22 April 2010 in the city of Cochabamba, Bolivia.

The President of the Plurinational State of Bolivia, His Excellency Mr. Juan Evo Morales Ayma, reiterating his strong solidarity with the Cuban people and Government in this righteous struggle at the thirty-ninth session of the General Assembly of the Organization of American States, held in San Pedro Sula, Honduras, on 2 and 3 June 2009, negotiated the effective revocation of the decision taken in 1962 to suspend Cuba from the inter-American system.

Statements were also made by Evo Morales Ayma, President of the Plurinational State of Bolivia; Victor Hugo Barnica, Vice-President of Honduras; the Minister of Counter-Narcotics of Afghanistan; the Minister of Justice of Brazil; the Minister of the Interior and Secretary-General of the Drug Control Headquarters of the Islamic Republic of Iran; the Minister to the Prime Minister’s Office and Chairman of the Lao National Commission for Drug Control and Supervision of the Lao People’s Democratic Republic; the Director of the Federal Drug Control Service of the Russian Federation; the Director of the Office of National Drug Control Policy of the United States; and the Secretary of State for Social Services and Equality of the Ministry of Health, Social Services and Equality of Spain.

I have the honour to transmit herewith the conclusions adopted at the first Peoples’ World Conference on Climate Change and the Rights of Mother Earth, held from 20 to 22 April 2010 in Cochabamba and convened by President Evo Morales Ayma of the Plurinational State of Bolivia (see annexes I and II).

At the Thirty-ninth Regular Session of the General Assembly of the Organization of American States, held in San Pedro Sula, Honduras, on 2 and 3 June 2009, the President of the Plurinational State of Bolivia, His Excellency Mr. Juan Evo Morales Ayma, reiterating his strong solidarity with the Cuban people and Government, negotiated the revocation of the decision taken in 1962 to suspend Cuba from the inter-American system. That sent a positive signal with regard to the intention of the United States to change direction in its relations with Latin America and the Caribbean, especially as the highest authorities of the United States realized that their policy of isolating some countries in the region had had counterproductive results.

Let us not forget what President Evo Morales has said: that for her to live, Mother Earth does not need us; she existed before we did.

The Government of President Evo Morales Ayma has formulated and implemented an inclusive process of change in which most social sectors have played an active role.

The new constitution also provides legal mandate to support the call of President Evo Morales to nationalize the natural gas industry.27The Philippines’ Indigenous Peoples Rights Act of 1997 has been widely used to assert the rights of indigenous peoples’, including to land, territories and resources, free, prior and informed consent, and to practise socio-political systems.

The Bolivian Government upholds international standards such as the United Nations Declaration on the Rights of Indigenous Peoples, which was adopted in September 2007 at the sixty-second session of the United Nations General Assembly and subsequently approved by the Bolivian legislature and promulgated by President Evo Morales Ayma under Law No. 3760.

The President of Bolivia, His Excellency Evo Morales Ayma, visited UNESCO Headquarters on 17 February 2009 to present the results obtained by the Republic of Bolivia in regard to the eradication of illiteracy.

In 2007, Bolivia had received a visit by the Rapporteur on the right to food, who had recognized the commitment of President Morales to combating hunger and malnutrition, a priority for Bolivia.

On that day, Bolivian President Evo Morales Ayma, for whose leadership on this issue we are extremely grateful, said that 60 years after the adoption of the Universal Declaration of Human Rights, Mother Earth is now, finally, having her rights recognized (see A/63/PV.80).

The President of Bolivia, Juan Evo Morales Ayma, in his speech at the Copenhagen Summit and in a meeting with the indigenous peoples’ caucus, stated that climate change was a result of capitalism.

As part of the implementation of this resolution, I wish to announce that, following the events in Copenhagen, President Evo Morales will convene, in Bolivia on 28 April 2010, a world conference of the peoples on climate change and the rights of mother Earth.

Out of respect for that tradition, which is an expression of our cultural identity, the President of the Plurinational State of Bolivia, Mr. Evo Morales Ayma, in March 2009 submitted a proposal to amend article 49 of the Single Convention on Narcotic Drugs of 1961, with respect to coca leaf chewing.
