The special programme under the subprogramme is aimed at helping landlocked developing countries to mitigate the adverse economic consequences of their geographical disadvantage through: (a) support for policymaking with a view to enhanced productive capacities and sound economic specialization; (b) helping small island developing States to enhance their resilience to external shocks and making steady socio-economic progress possible for most of them; and (c) instilling throughout UNCTAD a practice of devoting systematic attention to the problems of other structurally weak, vulnerable and small economies, as referred to in paragraph 10 of the Accra Accord.

I have seen the good that the United Nations has accomplished all over the world, and I have been privileged to meet many of the dedicated men and women who work under the blue flag in troubled lands very far from their homes: places like Liberia, where United Nations forces have provided the space and security that that war-torn country needed to begin putting itself back together; Pakistan, where United Nations aid workers are assisting people whose homes and livelihoods have been washed away by the floods; and, of course, Haiti, where United Nations peacekeepers, led by Brazil, were immediately back on the streets after the earthquake, despite having suffered grievous losses themselves.

Delegations underlined that these complimentary efforts were all required to enable agriculture to live up to its potential to raise incomes and access to nutrition, and also reduce national dependency on food imports and exposure to international food price volatility.

This is a fundamental prerequisite for fulfilling the right of all girls and boys to education, as well as a basic requirement for promoting schools and hospitals as zones of peace and as vehicles for psycho-social support and recovery for children in unstable situations.

Finally, in the run-up to the NPT Review Conference, giving concrete expression to the 1995 resolution on the establishment of a nuclear-weaponfree zone in the Middle East would be likely to advance the cause of nuclear disarmament and to preserve peace and stability in this troubled region.

Another shortcoming was that the Brussels Programme of Action itself had, in a number of cases, not been effectively integrated into national development plans and strategies of least developed countries, partly owing to prevailing civil conflicts and political instability in several least developed countries.

Based upon the situation on the ground and the impact of the volatile West Africa subregion on mandate implementation, it is assessed that the post of Senior Political Affairs Officer (P-5) will continue to be required by the West Africa integrated operational team for the 2012/13 period.

The subprogramme will focus on improving the integration of all three pillars of sustainable development — economic, social and environmental — and on increasing the quantity and improving the quality of growth in order to reduce the impact of external economic and financial shocks, resource crises characterized by commodity price volatility, and ecological crises.

The overall security situation in the country remained volatile owing to the ongoing internal rebellion in the north of the country, the activities of road bandits and poachers, the lack of significant progress in the implementation of disarmament, demobilization and reintegration, the setbacks in the electoral process and the presence of foreign rebel elements, including those associated with the Ugandan Lord’s Resistance Army (LRA) and the Front populaire pour le redressement (FPR) of the Chadian rebel leader, General Baba Laddé.

All the large cities have significant Muslim minorities, and if the violence in Rakhine State evolves into a broader religious conflict, with communities turning on each other across the country, it could be a source of major instability and a serious threat to the reform process.

The commitment included essential framework conditions such as: participatory, transparent and accountable political systems, as well as good governance at the national and international levels, as established in the Millennium Declaration; recognition of the universal indivisible interdependent and interrelated nature of all human rights; increased external assistance to developing countries through official development assistance and debt relief; recognition of the important interaction between environmental, economic and social policies; improved access for developing countries and countries with economies in transition to the markets of the developed countries; and reduction of the negative impact of international financial turbulence.

Given the high levels of insecurity in many areas in South Sudan and the nascent capacities of the Government to extend State authority to remote areas, I would reiterate the recommendation, set out in my 17 May 2011 report on the Sudan (S/2011/314), that the Mission’s troop strength be maintained at 7,000 for the time being.

A high-level panel on “Steering inclusive development through global turbulences and volatility” will review the region’s outlook as it faces a global economic slowdown and assess policy responses to emerging vulnerabilities.

While in a number of countries, the positive impacts of globalization have been reaped in the form of rapid economic growth, globalization has also given rise to a range of challenging issues including rapid transmission of financial shocks, international crime and drug trafficking, increasingly volatile and turbulent international financial and product markets, issues of food and energy security, climate change, migration and a widening of income and social inequalities.

Her voice will echo each time the oath is recited, her fire will burn each time the flame is lit and her legacy will live and grow through every athlete in every competition, daily, around the world.
