The Government of Georgia is determined to create the same opportunities for populations currently residing in Abkhazia and the Tskhinvaliregion/South Ossetia as those provided for the rest of Georgia’s population, without discrimination or prejudice based on ethnicity, religious beliefs or political views.

While these instruments will be free standing, the SMR will coordinate their functioning and will continue to develop and implement Georgia’s policy of engagement with Abkhazia and theTskhinvali region/South Ossetia.

I have the honour to transmit the statement of the Ministry of Foreign Affairs of Georgia concerning the Russian Foreign Minister’s visit to Abkhazia and theTskhinvali region (see annex).

The future political status of Abkhazia and the Tskhinvaliregion/South Ossetia within the state boundaries of Georgia will be determined in a peaceful, negotiated process, in conjunction with the return of internally displaced persons and refugees and the complete de-occupation of Georgian territory.

policy of annexing them, complicates the reconciliation of all the peoples of Georgia and the peaceful reintegration of the occupied territories into Georgia’s constitutional ambit.

The Strategy rests on the principle that security in Abkhazia and the Tskhinvaliregion/South Ossetia should be ensured through international security arrangements, including impartial monitoring, police and/or peacekeeping forces, as well as by engaging local resources.

The Government of Georgia actively seeks project contributions from partners in the Action Plan’s implementation as well as from Abkhazia and the Tskhinvaliregion/South Ossetia, and it will establish a consultation mechanism for these contributions.

I have the honour to transmit the annexed four statements of the Ministry of Foreign Affairs of Georgia concerning the tenth round of the Geneva talks, held on 29 and 30 March 2010; the establishment of the trade mission of the Russian Federation on the occupied territory of Georgia; the construction-assemblage works of heliports on Georgia’s occupied territories; and the ratification of the agreements on “joint efforts for the protection of the so-called border” between Russia and the Sokhumi and Tskhinvali proxy regimes (see annex I-IV).

In cases of natural disasters, the Government of Georgia expresses its readiness to provide the utmost support to the residents of Abkhazia and Tskhinvaliregion/South Ossetia, and to help reduce the damage done by such disasters.

This figure includes 19,111 IDPs from the Tskhinvali region/ South Ossetia, 1,821 IDPs from the upper Kodori Valley, as well as those IDPs who will spend the winter in displacement, namely 11,500 who cannot return to the area adjacent to the Tskhinvaliregion/South Ossetia for reasons [...][...]

It needs to be emphasized that the so-called agreements have been granted a retroactive force and hence, they apply to investments made with respect to theTskhinvali region from 1 January 1992 and with respect to Abkhazia from 1 January 1994.

The Georgian side would like to underline, once again, that in order to create firm security guarantees and eventually put an end to such terrorist acts, it is necessary to provide international monitors with immediate access to Abkhazia and theTskhinvali region of Georgia and to urgently deploy international peacekeeping and/or police missions in the occupied territories.

I urge all stakeholders to engage openly in efforts to see how the effectiveness of the liaison mechanism can be strengthened and how such a mechanism can also be introduced to address the humanitarian assistance requirements of the population living in theTskhinvali region/South Ossetia.

The Representative had access to all the areas that he requested to see, including Tskhinvali, Akhalgori District and Znauri District, and held open and frank consultations with the South Ossetian de facto authorities.
