It is noteworthy that programmes implemented by the Office in the area education focused on the following strategic areas of support, all directly responding to strategies and results contained in Kenya Education Sector Support Programme (KESSP), the education sector’s plan to materialize Vision 2030: strengthening the planning, monitoring and evaluation of the education system through EMIS; enhancing the education sector responses to HIVand AIDS; improving the quality of education for peace programme; and strengthening literacy development through advocacy and technical support to strategic planning.

Achievements include: consolidated national commitment toward EFA; wide dissemination of EFA Global Monitoring Reports (Farsi version) to stimulate public awareness and policy debates on quality education; establishment of a dialogue mechanism with the national parliament on education and sciences; production and dissemination of learning and training materials in Farsi for teachers on inclusive education; consultation on drug abuse and HIV/AIDS; high-level policy dialogue, exchanges and training on cultural diversity and human rights; capacity-building in journalism and reporting on sensitive issues related to gender, environmental degradation, disaster preparedness and mitigation, and HIV/AIDS.

Additional areas to be considered in this context are HIV/AIDS preventive education, youth, cultural tourism and support for the development of diaspora networks; ICTs and culture; promotion of cultural rights of minorities; promotion of ethics and human rights; culture of peace and fight against discrimination; support to the flagship project “The Slave Route” in memory of the slave trade and slavery.

Consider that new threats to security, such as all forms and manifestations of terrorism, the global problem of drugs and related crimes, organized transnational crime, illicit arms trafficking, common crimes that affect civic security, threats to international public health, particularly HIV/AIDS andH1N1, natural disasters, the shipment of radioactive material through our waters, among others, and especially their effects in Latin America and the Caribbean, must be tackled by competent authorities and entities in an integral manner through effective, articulated and joint international cooperation within the framework of respect for the sovereignty of the States, each country’s internal legislation, and international law.

In addition to the common documents considered under agenda item 3, the Commission had before it the report of the Asia-Pacific High-level Intergovernmental Meeting on the Assessment of Progress against Commitments in the Political Declaration on HIV/AIDS and the Millennium Development Goals (E/ESCAP/68/13).

Considering the commitments of El Salvador as a State party to the Convention on the Elimination of All Forms of Discrimination against Women and bearing in mind the observations made by that Committee on the seventh periodic report of El Salvador with regard to health, expressing concern about vulnerable groups of women, in particular in rural areas, who still have difficulty in accessing health-care services; inconsistent statistics on maternal mortality; the high incidence of births among adolescents, which have a negative impact on women’s physical and mental health; the limited effectiveness of sex education programmes for girls and boys in school curricula; and the lack of information on HIV/AIDS, as well as the feminization of that phenomenon.

The Committee was also informed that the United Nations share of the UN Cares budget, which was calculated on a per capita basis, did not include provision for staff of the Department of Peacekeeping Operations because that Department already had dedicated staff to carry out HIV/AIDS-related activities.

The following topics and themes were also proposed for pursuit in an intersectoral and interdisciplinary manner in document 35 C/5: fight against poverty; inclusive education; arts education; education in the context of prisons; water and environment – including desertification and climate change; media education and introduction of ICT in curricula; preventive education, to address not only HIV and AIDSbut also malaria and other pandemic diseases; scientific and technological education for all; strengthening of research systems; preservation and promotion of traditional local knowledge; intellectual property; world heritage conservation; culture for sustainable development and ecotourism; preservation of documentary heritage; and intercultural dialogue.

The European Union believed that a more determined effort must be made to fight poverty and HIV/AIDS, which were synonymous with denial of rights; the economic, social and cultural rights must be more vigorously promoted through legislation; torture and other cruel, inhuman or degrading treatment or punishment had to be firmly condemned; and all human rights defenders, whom it hailed for working in the face of considerable risk, should be strongly supported.

Changing demographics and poor technological and socio-economic conditions, unplanned urbanization, development within high-risk zones, underdevelopment and poor infrastructure, weak adaptive capacity, environmental degradation, climate variability, climate change, exposure to geological hazards, competition for scarce resources, and the impact of epidemics such as HIV/AIDS, malaria and tuberculosis all increase the vulnerability of least developed countries to natural hazards.

The strategic direction of the subprogramme derives mainly from the commitments agreed upon at relevant United Nations intergovernmental processes, including the Programme of Action of the World Summit for Social Development, the Programme of Action of the International Conference on Population and Development, the Beijing Declaration and Platform for Action, the Convention on the Elimination of All Forms of Discrimination against Women, the Convention on the Rights of Persons with Disabilities, the International Convention on the Protection of the Rights of All Migrant Workers and Members of their Families, the Madrid International Plan of Action on Ageing, the World Programme of Action on Youth, and the United Nations Millennium Declaration aswell asthe commitments adopted at the High-level Plenary Meeting of the General Assembly in 2010 and the Political Declaration on HIV and AIDS: Intensifying our Efforts to Eliminate HIV and AIDS.

The Canadian HIV/AIDSLegal Network welcomed Barbados’ commitment in its response to “protecting all members of society from harassment, discrimination and violence regardless of sexual orientation”, and indicated it would appreciate hearing from the delegation what measures it proposes to ensure such protection.

The Ministry is working to codify legislation that takes account of constitutional and international provisions on human rights (Nationality Code, act on people living with HIV/AIDS), the need to improve the functioning of the courts (act on personal status courts, act instituting judges responsible for the execution of sentences, legislation being developed to change the Supreme Court to a court of cassation, decree on the status of prison officials, etc.) and to revitalize the work of the members of the judiciary (Status of the Judiciary Act) with the aim of improving the efficiency of the legal system and access to justice.

ACPD recalled paragraph 49 of the Working Group report concerning the need to mobilize further civil society stakeholders and involve them in activities to combat female genital mutilation as well as HIV/AIDS.

The extent and impact of the HIV/AIDS pandemic in Africa calls for urgent and significant attention by UNESCO through prevention education as well as education for management of impact on the education sector.

To cushion vulnerable families from the harsh economic conditions and the impact of HIV/AIDS, the government of Lesotho together with UNICEF and the European Union is currently offering support in the form of cash grants.

Presently, three national branches are operational, specializing, based on local circumstances and needs, in the promotion and defence of the rights of women and children: (a) the East Cameroon branch devotes itself exclusively to community development and the fight against HIV/AIDS; (b) the South-West Cameroon branch focuses on combating the trafficking and prostitution of girls ( traffic et traite) and domestic exploitation of child labour, as well as on community development; (c) the Central Cameroon branch, which is housed at the organization’s headquarters, actively promotes and defends the rights of women and children, especially by combating the prostitution and trafficking of girls, strengthening women’s social and economic capabilities, preventing child abuse, and fighting AIDS.

The Meeting recalled the provisions of ESCAP resolution 66/10, whereby the Commission had called upon members and associate members, inter alia, “to ground universal access in human rights and undertake measures to address stigma and discrimination, as well as policy and legal barriers to effective HIV response, in particular with regard to key affected populations” and had requested the Executive Secretary to convene a highlevel intergovernmental meeting “to assess progress against commitments in the Political Declaration onHIV/AIDSand the Millennium Development Goals and efforts to ensure universal access, and identify areas for regional cooperation, in particular in such areas as policy and legal barriers to universal access and promoting dialogue between health and other sectors, including justice, law and order and drug control”.

The UNODC Computer-based Training (CBT) programme, given a “UN 21 Award”, has remained a cornerstone of UNODC technical assistance delivery, and 10 new areas of the CBT curriculum are being developed: the smuggling of migrants, advanced anti-human trafficking techniques, integrity and ethics, violence against women, identity crime, first responders to a crime scene, crimes against children, wildlife trafficking, training on HIV/AIDSfor law enforcement staff and community policing.

In order to diminish the influence of the HIV/AIDS infection on the women’s health and prevention of the mother to child transferral, the guide “HIV/AIDSinfections with mother cu child transmission” was developed and published, specialised centres in the Scientific Centre of Mother and Child Healthcare have been created, as well as in the perinatal Centre in municipality of Balti.

At its thirty-seventh session, the Commission reaffirmed the importance of the work of the Population Division in providing the United Nations system and the international community with comprehensive and scientifically sound inputs for the analysis of progress made in achieving the goals and objectives on population and development set in the outcomes of major United Nations summits and conferences, especially the Programme of Action of the International Conference on Population and Development, the key actions for its further implementation and the Declaration of Commitment onHIV/AIDS(Commission resolution 2004/1).
