The Unit currently has one Community Relations Officer (National Officer) and requires a Community Relations Assistant who understands the local culture and norms and speaks the local languages in order to communicate effectively with local partners, the local population and people living with HIV/AIDS.

The Coalition’s Ten-Point Plan of Action reflects the specificities and priorities of Latin America and the Caribbean. Some of these priorities are the fight against racism (in particular the persistent practice of marginalization of indigenous peoples and afro-descendents), xenophobia, ethnical and religious intolerance, the plight of street children and youth, and discriminatory attitudes towards people with HIV/AIDS and other health problems.

Working in partnership with key stakeholders (civil service organizations, networks of people living with HIV and AIDS and traditional healers, etc.), UNESCO is supporting the development of local cultural environments and evidence-based research capacity in Southern Africa (Botswana, Lesotho, Mozambique, South Africa and Zambia) in an effort to better inform national HIV and AIDS policies and programmes especially for prevention purposes.

While reaffirming the need to improve comprehensive treatment, care and support for people living with HIV/AIDS, theStatesmembers ofASEAN attach great importance to addressing the core issues of poverty reduction, equity and health and to creating an enabling environment for preventing the spread of HIV/AIDS and reducing new infections by, inter alia, promoting public education and information campaigns on HIV/AIDS, in particular by further integrating young women and men and vulnerable groups and establishing necessary legislation and regulations to ensure that those living with HIV/AIDSand affected groups are protected from being subjected to stigma and discrimination and enjoy equal access to health, social welfare and education services.

Universal and free access to antiretroviral therapy in the public health system since 1996 has doubled life expectancy, improved the quality of life of people living with HIV/AIDS, and reduced the number of cases requiring hospitalization by 82 per cent.

The United States of America welcomed the efforts made to provide free treatment for those living with HIV/AIDS and the Congo’s willingness to allow independent monitoring of its prisons, also to ensure separation of women, men and children in detention centres.

In his report on the right to education in emergency situations (A/HRC/8/10), the Special Rapporteur also pointed out that, in times of emergency, inequality and discrimination increase for marginalized groups, such as women and girls, persons with disabilities, persons living with HIV/AIDS, ethnic minorities, and indigenous and migrant communities.

Cash transfers, for example, provide protection to the poorest groups, families with children in school, pregnant mothers and those with HIV/AIDS.

These covered: law enforcement and detention issues, including advocating against torture; raising awareness on treaty body reporting obligations and the follow-up to recommendations by human rights mechanisms; the protection of human rights defenders; national human rights institutions; transitional justice issues; child trafficking; the promotion of human rights education, the right to information and freedom of the media; the human rights of indigenous peoples, women, persons with disabilities, older persons and persons living with HIV/AIDS; and the promotion and protection of economic, social and cultural rights.

Through its approximately 117,000 health care facilities around the world, the Catholic Church alone provides over 25 per cent of all care for those living with HIV andAIDS,especially children.

Moreover, on the basis of our 2007-2012 national health programme, Mexico has reaffirmed and strengthened its support for civil society organizations and persons living with AIDS, through campaigns to reduce the stigma, discrimination and homophobia associated with HIV/AIDS.

With this in mind, the Government is currently in the process of increasing and strengthening systems to guarantee full implementation of its policy of ensuring free universal access to anti-retroviral treatment, quality health care and other systemic support forPersons Living with HIV and AIDS.

It will be important to ally with our sister agencies to improve our system-wide coordination on anti-discrimination issues affecting women, children, indigenous peoples, migrants, trafficked persons, people living with HIV/AIDS, and others.

A National HIV/AIDS Strategic Plan has also been implemented providing: free antiretroviral drugs for all HIV/AIDS clients; free voluntary counselling and treatment services at all health facilities; mother-to-child prevention of transmission programme; and support for orphans and children living with HIV/AIDs.

People living with HIV/AIDS and the representatives of civil society and the private sector were involved in drafting the plan.

Pursuant to that programme and to the 2007-2012 programme of action to respond to HIV/AIDS and STIs, the Mexican Government has proposed that access to antiretrovirals should remain a priority in fighting the causes of the virusand lengthening the survival and enhancing the quality of life of those living with HIV/AIDS.

The Centre, whose mandate is to implement the National Workplace Policy on HIV and AIDS to ensure the fundamental human rights of Persons Living with HIV and AIDS are respected, is pioneering in the Western Hemisphere.

The Meeting welcomed the efforts by some countries in the region to address legal and policy barriers as well as discriminatory practices which impeded HIV responses and compromised the rights of people living with and affected by HIV.

As part of the highpriority national health programme, there has been considerable progress in improving access to treatment and prevention of HIV and AIDS, in improving care and support for people living withAIDS and in reducing mother-to-child transmission.

Accepting these principles entails both carefully screening policy choices to prevent the unfair exclusion of disadvantaged and disempowered groups — in particular, persons with disabilities, older persons, indigenous peoples, minorities and persons with HIV/AIDS — and actively seeking out ways to ensure that they are reached.

The Holy See and the various organizations of the Catholic Church will remain committed to working in solidarity with those living with HIV and AIDS and will advocate steadfastly for the demands of the common good, while at the same time providing support and care to those most in need.

TASO recognizes that men and women and boys and girls have different needs when treating and preventing HIV/AIDS, and uses a gender mainstreaming approach for all HIV prevention, care and support services provided.
