The Commission highlighted climate change as an enormous challenge for the region in achieving sustained economic growth in terms of enhancing food and water security, managing forests and agricultural productivity, resilience to disasters, and the development of mountains as well as coastal areas, and thus overshadowing the achievement of the Millennium Development Goals in the region.

(o) In granting the request, the Meeting noted that, while it may be unfortunate that after almost ten years since entry into force a State Party is unable to account for what remains to be done, it is positive that such a State Party, as is the case of the DRC, intends to take steps to garner an understanding of the true remaining extent of the challenge and to develop plans accordingly that precisely project the amount of time that will be required to complete Article 5 implementation.

This momentous challenge calls for responsibilities to be shouldered collectively: not only by our partners among the developed countries, which have to honour their obligations with respect to financing development projects, but also by the developing nations, which have to ensure that the MDGs take centre stage in their national policies.

Discussants noted the challenge of prioritizing improvements in the accounts in the face of international comparability requirements and national statistical priorities.

As the Secretary-General notes in his report (S/2009/674), coordinating such a large array of national assistance programmes with the goals identified by the Government of Afghanistan is a substantial undertaking, for which UNAMA needs additional resources and support from Member States.

The findings and conclusions of the comprehensive review of the current IP Management Framework (undertaken by UNHCR during 2010 with the support of an external expert) tally with the United Nations Board of Auditors’ observations that a “onesize-fits-all” approach does not fully address the complexity of working with partners of varying capacity in challenging operating environments and the related shortcomings.

They are absolutely critical to our relationship, because while we in government are working at the highest levels to strengthen communication and trust between our governments and our militaries and the institutions of our states, we know that work is important and we know it is hard.

In 2011, the Democratic Republic of the Congo requested a 26 month extension (until 1 January 2015) to provide it with the time necessary to survey all suspected hazardous areas with a view to determining with greater precision the extent of the remaining challenge and to elaborate a plan of action.

We welcome that the document entitled “Proposed input on a 10-year framework of programmes on sustainable consumption and production”, to be presented at both the eighteenth and nineteenth sessions of the Commission, defines as an ambitious objective of the framework of programmes a decoupling of economic growth and social development from environmental degradation.
