Several delegations commended the secretariat for documenting and sharing good practices and country experiences in eco-city development, promotion of public transportation, green buildings, 3R (reduce, reuse, recycle) strategies, sustainable urban planning, solid waste management, water supply, sewerage, participatory approaches to urban management, promotion of public-private partnerships and municipal finance.

Efforts at development of human capacities in least developed countries have been affected by high incidence of poverty, mass unemployment, high population growth rates, poor health and nutrition outcomes, as evidenced by high child and maternal morbidity and mortality rates and the high burden ofundernutrition,the prevalence of communicable diseases, including HIV/AIDS, malaria, tuberculosis and polio, and the growing burden of non-communicable diseases.

Economic, social and cultural rights and fundamental freedoms introduced or strengthened under the new Constitution include, inter alia: the right to adequate, nutritious food and clean water; the right to adequate housing; the right to a good standard of health; adequate access to sewerage and electricity; the right to marriage and family; the right to education; the right to work; the right to strike; the right to enjoy a pension; the right to take part in cultural life; and the right to enjoy property.

It recognized the wealth of experience and good practices that existed in the region, and called upon the secretariat to continue to support the exchange of knowledge, experiences and goodpractices to promote gender equality, social development and poverty reduction.

Further leverage could also be applied at fleet level, pushing for compliance at the total level of activity (not just in specific fisheries or vessels), and at the national level, whereby all forms of fishing engagement could be madesubject to good conduct criteria.

Although most of UNESCO’s programmes are carried out directly with national and cluster partners, these three offices have developed good working relations with the UNCT in all of the four countries of the cluster.

With respect to the need for sound policy initiatives and research for freshwater and marine resource management, some Member States called for even stronger partnerships.

The Office continued to help the Organization to align its human resources capacity with emerging challenges and to support the establishment of new entities; to develop and maintain the human resources management infrastructure through policy development and information technology; to build capacity to help managers to manage and staff to function to the best of their ability, and to monitor performance; to introduce and share new ideas andgood practices in human resources management; to advocate in matters relating to conditions of service and security, including in such areas as work-life issues, staff development and career opportunities; and to provide advice and administrative services to departments and offices, managers and the staff at large.

Other priorities laid down by the Government with a view to finding a lasting solution to the crisis include the delivery of humanitarian assistance to the needy and the internally displaced; the formulation of a comprehensive national security strategy that would enable the Government to function more effectively in the midst of security threats unleashed by international terrorist groups; the consolidation of good governance, accountability, transparency and justice in the State institutions; the rebuilding of the infrastructure of the country that would ensure a sustainable economic recovery; the creation of alternative livelihood projects for the coastal communities and other areas to dissuade youth from piracy and other criminal activities, which we see as very important; and the strengthening of good relations, mutual understanding and cooperation among countries in the region.

Agoodpractice in overcoming this obstacle is to ensure that personnel who are likely to need to seek or provide formal cooperation are equipped with the information and resources necessary to make or respond to requests as efficiently as possible, and are aware of when to seek informal cooperation prior to or even in lieu of formal cooperation.

These arrangements, formal and informal, allow for structured dialogue, more predictable relationships, information exchanges, knowledge and good practice sharing, and improved cooperation and understanding of each others’ structures, procedures, strengths and constraints for the mutual benefit of both organizations.

This has allowed us to win new customers and renew existing customer contracts while maintaining our premium pricing over competitors and optimising the balance between contract length and lease rates.
